- Introduction Battelle Memorial Institute (Battelle), Pacific Northwest Division in operation of the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy is requesting information, seeking sources, and conducting market research from potential suppliers regarding their capabilities with respect to measuring the distribution of 235U in U-Mo cast plates with high resolution in near-real-time using non-destructive techniques, specifically gamma spectroscopy. Section I: Description of Need Battelle is seeking information from potential suppliers regarding their capabilities to measure the spatial concentration of 235U in cast reactor fuel plates and rolled foils. The cast plates are an alloy of uranium and 10% molybdenum. The target weight percent of 235U is 19.75% wt% U (+0.20%, -0.30%). The plates are 6" x 9" x 0.2". The foils are rolled out from the cast fuel plates to a thickness of 0.0085" and 0.025". The 48' long U-10%Mo foils will have a 0.001" thick Zr diffusion barrier applied on each side of the foil. Measurement of the 235U concentration in cast plates is expected to be part of a routine manufacturing inspection process. Measurement of the 235U concentration in coated foils will be done to qualify the manufacturing process. Once qualified, this measurement will no longer be required. Thus the requirement is measurement of the 235U concentration in the cast plates. Specific requirements of any potential solution must meet the following criteria: 1. Non-destructive 2. Simple to operate by non-expert personnel 3. Low maintaence and low manpower to support operations in a manufacturing facility. 4. Provide a spatial distribution of 235U to within ± 0.1 - 0.2 wt% per mm Given these criteria, we believe a gamma spectroscopy-based system could achieve these requirements, but solutions that address the above criteria that are not gamma spectroscopy-based may still be considered. Please describe your experience with analyzing radioactive material. i. Please describe your experience with using collimators or small apertures to allow measurement of small areas in bulk material. j. Please describe your experience with signal processing and data interpretation. k. Please describe your experience with field site support, to include: installation, training, operational support, troubleshooting, and maintenance (both preventative and field repairs). l. Please describe your company's Quality Process, including any NQA1 certifications. 7. Based on the responses from the survey above, develop a short white paper of no more than 5 pages elaborating on your answers, and further addressing: a. How the proposed system fits within your company's existing mission, and future goals. b. Detailed performance of your proposed system including: i. Accuracy of spatial mapping capability ii. Data analysis/interpretation capabilities iii. Method of data presentation to the user iv. Ease of use by non-expert personnel v. Data preservation protocols vi. Power and size requirements of the system vii. Limits on materials under measurement (size, weight limits) viii. Frequency of maintenance requirements c. Any challenges you anticipate in manufacturing or supporting the proposed system, and how you will address them. Section III: Submission Details and Questions 1. Responses are limited to five (5) pages; font size shall be no less than 12 points (10 points for figures and tables). Attachments (product brochures, publications, company info) may be submitted, and will not be included in the page limit. 2. Please provide any other information you believe to be important and germane to the purposes of this Request for Information. 3. Proprietary information submitted as part of the response to the RFI must be clearly identified and marked as PROPRIETARY. 4. Submissions will be reviewed by the project team. Responses will be evaluated according to the interest expressed by each company, and the technical ability and resources to build, market, sell, and support the system. 5. Potential respondents may submit questions regarding this RFI to the contacts listed below. Responses to questions received on or before July 10, 2017 will be posted on FEDBIZOPPS. PNNL may consider questions received after that date, but there is no obligation for PNNL to post any further answers. 6.
