Description: THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATIONAL PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. Note: The information provided in response to this announcement is strictly for informational purposes only. Responses provided will not exclude interested parties from future, related procurement activity. Contract Requirement: The General Services Administration, Public Buildings Service, Heartland Region, is conducting a sources sought to determine the number of Construction Manager as Contractor (CMc) Firms--WHO ARE CONSIDERED A SMALL BUSINESS CONCERN UNDER NORTH AMERICAN INDUSTRIAL CLASSIFICATION CODE (NAICS) 236220--with the capabilities to provide Construction Manager as Constructor (CMc) Services for the Proposed New Federal Courthouse in Des Moines, IA. The Government must ensure that there is adequate capability, experience, and competition among the potential pool of responsible contractors. Therefore, the purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of Small Businesses within the industry. As stated, the intended audience of this Sources Sought includes ALL Small Business Concerns. This procurement will be conducted under NAICS Code 236220 (Commercial and Institutional Building Construction) and PSC Code Y1AZ. The Small Business Size Standard is $36.5 M. Interested parties responding to this sources sought announcement MUST be considered a Small Business under the aforementioned NAICS Code. The GSA anticipates the award of a single contract for CMc Services. As the GSA nears time of award, it will re-evaluate agency needs. If at that time agency needs reflect the necessity to award to more than one offeror, the GSA will reserve the right to do so. The period of performance for the proposed contract will be for an approximately five (5) year period. The estimated maximum contract value for this contract is $95,000,000.00 - $105,000,000.00. Type of Work: The General Services Administration (GSA) proposes the design and construction of a new U.S. Courthouse of approximately 229,000 gross square feet, including 42 inside parking spaces, in Des Moines, Iowa. GSA will construct the courthouse to meet the 10-year space needs of the court and court-related agencies and the site will accommodate the 30-year needs of the court. Continuing a legacy of outstanding public architecture, the General Services Administration (GSA) Design Excellence Program has commissioned an Architect/Engineering (A/E) team to design federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, and reliability; create environmentally responsible and superior workplaces for civilian federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Construction Excellence in public architecture for performance of pre-construction and construction services in accordance with GSA quality standards and requirements. As required by law, all facilities will meet federal energy goals and security requirements and the facility will be designed in metric units. All projects will be LEED Gold certified. The scope of services will require at a minimum: Pre-construction services: assemble a multi-discipline team for design review of professional architectural, engineering, and related consulting services for concept design documents, design development documents, construction documents and specifications; cost estimating services, value engineering services, constructability review; computer aided design and drafting (CADD),and Building Information Modeling (BIM). The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings), and the P120, (Project Estimating Requirements), including LEED certification, and customer agency requirements. Construction Services: assemble a team of subcontractors to construct the facility in accordance with the design and specifications developed in the Pre-construction phase; project management capability and capacity to deliver a project of this size and magnitude; installation of high level finishes, highly sophisticated building systems and security requirements; Interested parties are encouraged to respond to this announcement by completing the Market Research Questionnaire. Small businesses responding to this Sources Sought are provided the opportunity to demonstrate: Physical office is located in the primary geographical area or a plan of action/the ability to establish a production office in the primary geographical area. The ability to meet the professional qualifications necessary for satisfactory performance of required services. Specialized experience and technical competence in the type of work required, including, experience in energy conservation, pollution prevention, waste reduction, LEED, and the use of recovered materials. The capacity to retain the resources necessary to accomplish the work in the required time. Past performance on contracts in terms of cost control, quality of work, and compliance with performance schedules. Firms must have knowledge of the Des Moines Iowa area and are advised that at least 35% of the level of contract effort must be performed in Des Moines, Iowa. Response to Sources Sought: Interested parties are encouraged to respond to this announcement by completing the Market Research Questionnaire, and submitting it electronically to the following contracting office e-mail address: adam.sawatzke@gsa.gov. Total submission shall not exceed Five (5) pages (Complete Pages 1 & 2 and provide 1 copy of Page 3 for each of the Three (3) Projects-Submit as One (1) file in PDF format). The subject line of the email shall state: Des Moines CH GSA Region 6 Sources Sought Response. Information shall be submitted by 2:00 P.M. (Central Daylight Time) on June 21, 2017. Information submitted other than the Market Research Questionnaire will not be considered. This sources sought announcement/market survey questionnaire information will be used for preliminary planning purposes. Respondents will not be notified of the results of the evaluation. NOTE: All contractors doing business now or in the immediate future with the Federal Government must be registered in the Central Contractor Registration (CCR) database and On-Line Representations & Certifications Application (ORCA).
