SOURCES SOUGHT TECHNICAL DESCRIPTION FOR COMMERCIAL PRODUCT INTRODUCTION: The Army Contracting Command - New Jersey (ACC-NJ), Fort Dix location is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide fifty-two (52) composite sketching software licenses to be used on stand-alone computers to support the Headquarters of the United States Criminal Investigation Division (USACID). The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: USACID mission is to investigate all felony crimes related to, or of interest to, the US Army. As the primary investigation organization within the U.S, their mission is focused on the following: serious crime, sensitive and/or serious investigations, collection, analysis and dissemination of criminal intelligence, protective service operations, forensic laboratory support, maintenance of Army criminal records and logistics security. The USACID investigations take place both on and off military installations, and range in scale from solo investigations to large scale events in cooperation with the Local, State, and other Federal agencies when appropriate. This allows Agents/Analysts the ability to create a composite sketch of a suspect with assistance from the victim/witness quickly while the image is still fresh in their mind and then post that on a wanted poster in an attempt to quickly identify the subject. REQUIRED CAPABILITIES: The Government requires a minimum of Quantity (50) Composite Sketching SW Licenses. The intent of this Sources Sought is to assess the state-of-the art commercially available Information Technology (IT) / Law Enforcement product that could be applied to meet this requirement. The Government requires an IT solution for USACID to create a composite sketch of a suspect with assistance from the victim/witness quickly (while the image is still fresh in their mind), then post the sketch on a wanted poster. Software capability requirements are as follows: (1) Must create a high quality, color or gray-scale image. (2) Database must contain approximately 2,000 facial components that allow users to create countless facial composites. (3) There must be an auto display function that will allow the agent the ability to scroll through select facial feature sets to assist eye witnesses if they have trouble recalling an individual feature. (4) Must be editor tools that allow the agent to brush, airbrush, smudge, clone stamp, dodge/burn, eraser, cut and paste, and trapezoid distortion at a minimum. (5) Must have modification tools that allow color adjust, positioning, scaling, margin adjustment, rotation (as a set or individually), horizontal flip, and parts can be re-set to default size. The facial composites must be exportable as a JPEG, BMP, or PNG that can be opened in Adobe Photoshop, Corel Paintshop Pro or other popular graphic software programs for further editing. (6) Allow the user to create at least 6 different versions of the suspect appearance for later reference by the victim. (7) The facial component data base must include a wide range of ethnic faces. Further it must include at a minimum heads, chins, ears, foreheads, cheeks, hairstyles, eyebrows, eyes, noses, mouths headwear and eye/sun glasses. (8) Must be methodology to age the suspect by adjusting forehead lines, eye lines, mid-facial lines, and neck lines. (9) Must have beards, stubble, mustaches and goatees, masks, earrings, tattoos, blemishes and scars. (10) Must have a training CD or a training web site for agents to become familiar with the use of the product. ELIGIBILITY: The applicable NAICS code for this requirement is 511210 (Software Publishers) with a Small Business Size Standard of $38.5 Million. The Product Service Code (PSC) is 7030. SUBMISSION DETAILS: Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the product listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
