Request for Information (Sources Sought) Defense Threat Reduction Agency Cloud Management Office June 7, 2017 REQUEST FOR INFORMATION: This is not a solicitation. This request for information is for informational and planning purposes only. It is not to be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information requested. BACKGROUND: The Defense Threat Reduction Agency's (DTRA) mission is to safeguard the United States and its allies from Weapons of Mass Destruction (WMD) by integrating, synchronizing, and providing expertise, technologies, and capabilities. The Data Center Optimization Initiative (DCOI) requires agencies to develop and report on data center strategies to consolidate inefficient infrastructure, optimize existing facilities, improve security posture, achieve cost savings, and transition to more efficient infrastructure, such as cloud services and inter-agency shared services. The objective of DTRA's Chief Information Office is to support DCOI by executing a ‘Cloud-First' strategy and adopting and implementing secure, scalable and cost effective cloud computing solutions as defined by NIST Special Publication 800-145. PURPOSE: DTRA is seeking information from industry on capabilities to support the implementation of a Cloud Management Office (CMO) to provide brokerage and engineering services to include: cloud service management and provisioning, architecture development, process development/re-engineering, workload migration and training. DTRA is also seeking expertise in developing multi-vendor consumption-based commercial cloud contracts. SCOPE: The CMO (overseen by a government staff) will serve as the single service provider for DTRA's cloud consumers. The CMO will be responsible for standing up the DTRA Cloud Ecosystem, oversee overall implementation, coordination, reporting and monitoring of all cloud related initiatives and may include integrated or supporting roles from the following functional areas: •Cloud Brokering; •Cloud Acquisition; •Cloud Management; •Governance; •Engineering; a. Technical Architecture; b. Migration Support; c. Application re-factoring; d. Application rationalization; •Operations/Infrastructure; a. Provisioning; b. Service Catalog; c. Operations & Maintenance; d. Capacity management; •Cyber Security; a. Compliance; b. Cybersecurity Service Provider (CSSP); c. Assessment & Authorization; •Training, and •Communications/Outreach. REQUESTED INFORMATION: Contractors should furnish a White Paper that outlines your organization's concepts and strategies to implement above objective. The white paper should be limited to 15 pages or less. All white papers should be submitted to the points of contact identified within this Source Sought by 4:00PM EST on June 19, 2017. Each paper should include the following information: •Company Name •DUNS Number •CAGE Code •Business Size •Recommended NAICS Code Responders should address the items below: •Describe your firms overall approach and operating model of a CMO •Explain your recommended structure, expertise, and staffing for a CMO •What significant milestones would you recommend when when standing up a CMO? •Do you recommend that a CMO be a stand-alone office or should it be integrated into an existing organizational construct? •How does your firm typically price their cloud capabilities? •What functional areas should be integrated into the CMO and which should be included in a supporting role? •What essential CMO functions (if any) are missing from the list above? •How would you integrate cloud governance into overall Agency governance? •How would you construct a contract to support pay-as-you-go consumption-based cloud model? •What are industry best practices and/or trends in meeting the above objective? •In your experience, how are other Federal Government organizations, particularly DoD entities, procuring cloud services? •Provide your areas of capabilities from those listed in the scope above and closely related areas. •Provide a list of contract vehicles on which you are currently performing similar cloud services. For each, please include the following information: a.Title of effort b.Name and contact information (telephone and e-mail address) for Government point of contact. c.Contract number d.NAICS Code e.PSC Code (if available) f.Procurement method (full and open, set-aside, etc.) g.Contract Type (FFP, Cost Reimbursement, etc.) h.Award Type (Single or Multiple) i.Contract Period of Performance j.Contract value (ceiling if IDIQ) k.Number of Full Time Equivalents (FTEs) and types of services being provided Any and all information submitted in response to this RFI is strictly voluntary, and in no way obligates the U.S. Government to any type of monetary compensation or otherwise to make a contract award. All data and information submitted shall become property of DTRA. The U.S. Government will permanently retain all data and information received. No classified or confidential information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). Any proprietary information should be clearly marked as such.
