- The Naval Sea Systems Command intends to solicit and award a contract for development of OHIO Replacement ship specifications and system definitions, Common Missile Compartment (CMC) design products, fixture design and installation, CMC and Rest of Ship advanced component and technology development, and UK unique efforts. Solicitation N00024-11-R-2128 will be issued to Electric Boat Corporation, 75 Eastern Point Road, Groton, CT 06340 on a sole source basis. Parties interested in subcontracting opportunities should contact Electric Boat Corporation directly. This notice is for informational purposes only. Solicitation documents are not available. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority FAR 6.302. The supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy the requirements of the agency. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination of the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This instant effort is a modification to the resulting contract (N00024-13-C-2128) from Solicitation N00024-11-R-2128, for the procurement of missile tubes in support of the COLUMBIA Class submarine program (N00024-16-R-2127). A cost-plus-fixed-fee type contract is utilized since: (i) the cost of performing the work cannot be accurately forecasted to permit the undertaking of such work under a fixed price contract and (ii) the exact nature of the work, the timing and the precise method of performing the work, cannot be established in advance and may be subject to change as the work progresses within the scope of the statement of work. Electric Boat Corp., Groton, Connecticut, is being awarded a $95,550,000 cost-plus-fixed-fee modification to previously awarded contract (N00024-13-C-2128) for the manufacturing of tactical missile tubes in support of the COLUMBIA Class Submarine (formerly known as the Ohio Class Replacement). Work will be performed in Quonset Point, Rhode Island and is expected to be completed by December 2023. This is a Joint U.S. / UK Common Missile Compartment program and this modification includes foreign military sales funding to the United Kingdom (UK) (100 percent). UK Foreign Military Sales funding in the amount of $22,957,933 will be obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity. Further Explanation of the Contract: The contractor will be manufacturing tactical missile tubes to support the manufacture of the Common Missile Compartment for the COLUMBIA Class Program. Funding: This contract will be incrementally funded with $22,957,933 UK FMS to be obligated at the time of award.
