Solicitation SPE1C1-17-R-0070 was cancelled without being issued. This requirement is being solicited under solicitation SPE1C1-17-R-0102 and thte estimated release date is on or after Friday, June 16, 2017. The solicitation number associated with this notice is SPE1C1-17-R-0070 and the estimated posting date to theThis acquisition is for the manufacture and delivery of the IOTV conversion kits, yoke and collar assemblies (front and back), the ballistic insert for the groin protector, and the universal external side plate pouch. This acquisition will result in a single award that will have a one-year base term and a one-year option period. These items are made in accordance with purchase description FQ/PD 07-05G, dated June 20, 2012 and the associated patterns dated August 1, 2012. Deliveries will require FOB destination and the inspection and acceptance of the items will occur at the source. The first delivery order will have a production leadtime of 255 days, which includes 60 days for the awardee to submit first article samples, 120 days for the government to provide its approval or disapproval of the first article testing, and 75 days for the awardee to deliver the production quantity. All subsequent orders will have a leadtime of 120 days. Deliveries will be made to Austin, Texas (Travis Association for the Blind). Best value/tradeoff source selection procedures will be used with the following actors in descending order: 1) Passing Ballistic Test Results and Areal Density Results 2) Production demonstration models (PDMs) 3) Price All material will be contractor furnished. All responsible sources may submit a proposal which will be considered for award by the Agency. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM). 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their SAM registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance). Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
