Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: Florida Motorcycle Observation Survey Description(s): The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the Center for Urban Transportation Research (CUTR) at the University of South Florida to use evaluation tools to determine the effectiveness of various motorcycle safety programs in Florida, specifically those programs and initiatives undertaken with NHTSA's Cooperative Agreement DTNH2213H00439L, "Demonstration to Promote Motorcycle Helmet Use". The outcome of this survey project shall be a comprehensive, fully edited and approved survey report which mirrors the analysis and survey methodology utilized in 2013 project and instrumental for deployment of successful strategies used to address the problem and provide recommendations on future actions that need to be taken to p romote Motorcycle Helmet Use. Additionally, CUTR has their own proprietary survey methodology that is unique to Florida, in terms of size, sample frame, univariate and bivariate analysis methodology, and longitudinal analysis capabilities (due to their survey participation since 2011). NHTSA requires a contractor to promote the use of motorcycle helmets; it is essential to measure the use of motorcycle helmets in a timely manner. This observational survey will collect information about helmet use, helmet type, gender, motorcycle type, and use of other Personal Protective Equipment (PPE) for both operators and passengers in the state of Florida. The study will adopt a previously utilized GIS system based tool for site selection and a data collection app created for Tablet PCs to facilitate comparisons of old and new survey results while enhancing the survey quality as well as reducing the cost of the survey. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S. Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA continues to refine its motorcycle safety programs in ways that better target the errant behavior of particular motorcyclists involved in injurious and fatal collisions. As part of an ongoing Cooperative Agreement with the Florida Department of Transportation (FDOT), FDOT's subcontractor, the Center for Urban Transportation Research at the University of South Florida has conducted a baseline roadside survey of motorcyclists in Florida in 2015. The previously awarded Cooperative Agreement (DTNH22-13-H-00439), titled "Demonstration to Promote Motorcycle Helmet Use" was to develop strategies to encourage voluntary helmet use in a non-mandatory helmet use state. However, in order to effectively measure the impact of those interventions, CUTR/FDOT proposed to conduct two surveys - a baseline and a post-intervention. While FDOT/CUTR was able to conduct the baseline survey, NHTSA now wishes to use its funds that are not bound by the FAST Act legislation to fund the post-intervention survey. NHTSA's research funds, will allow this second survey to be completed in a timely manner with CUTR in partnership with FDOT to complete this important work; therefore, due to the compelling urgency of this project a sole-source procurement for these services has been deemed necessary. Objective: The objective of this contract is to use evaluation tools to determine the effectiveness of various motorcycle safety programs in Florida as a means to develop strategies to encourage voluntary helmet use in a non-mandatory helmet use state. C.4.2 - CUTR Develops Survey Plan CUTR will provide email and documentation of their survey plan to ensure that the methodologies are identical to the 2013 survey no later than 4 weeks after award. CUTR will be responsible for identifying and justifying any significant differences in methodology, sample fram, sample size, and any other aberration. C.4.3 - CUTR Collects Roadside Observation Data Within three (3) months of award, CUTR will complete the data collection efforts in the 10-12 Florida counties, with a minimum sample size of 8,000. CUTR will notify the NHTSA COR via email when the data collection is complete. C.4.4 - CUTR Conducts Analysis and Develops Draft Report Within eighteen (18) weeks of contract award, CUTR agrees to deliver to the NHTSA COR a draft Final Report that mirrors the 2013 report. The NHTSA COR will provide comments within 72 hours of delivery, and a Final Report is due no later than September 29, 2017. Format of Corporate Capabilities Statement: The anticipated period of performance is for a base period of five (5) months after award of the resultant contract. A firm fixed-price contract is anticipated. Interested firms should identify their capability provide the services described above. The written response must include detailed information relating to the specific data being requested. Expressions of interest without sufficient detail to permit evaluation of one's ability to provide the requested information will not be considered. This notice of intent is not a request for competitive proposals nor is a Request-for-Proposal solicitation document currently available. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a proposal from the Center for Urban Transportation Research (CUTR) at the University of South Florida on a noncompetitive basis for the work described. Responses must be received by the listed procuring office with 15 days from the date of publication of this notice.
