Description

Notice of Intent to Sole Source to Beckman Coulter, Inc. This is a notice of intent to award a sole source contract and is not a request for quotes. The Department of Veterans Affairs, Boise VA Medical Centers intends to award a firm fixed price sole source contract under the authority of 41 U.S.C. 253 Competition Requirements and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Beckman Coulter, Inc. 250 S. Kraemer Blvd. Brea, CA. 92821 This acquisition is being processed as a Single Source requirement IAW FAR 13-106.1(b)(1). The Boise VAMC has the DXC and DXI660 Analyzers and they need compatible supplies for the analyzer to read the results. This testing is critical to the facility and not having these products available will have a direct impact on patient care. If reagents were purchased from any other company, a new instrument would have to be purchased or leased to replace them. Furthermore, it would take months for new equipment to be installed onsite and validation testing to be done. The cost and time of acquiring a new instrument far exceeds the cost and efficiency of continued use of the existing equipment. Also, Beckman Coulter is familiar with the quarterly delivery schedule that is critical due to the perishable nature of these products. The NAICS Code for this requirement is 35413 In-Vitro Diagnostic Substance Manufacturing and the size standard is 1,250 employees. This notice of intent to sole source is not a request for quotes. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
