Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order with Blackfish Software. DESCRIPTION/BACKGROUND The Bureau of Reclamation (BOR) has a requirement for the use of the Internet Explorer (IE) Tab extension for the Chrome application (Bison Connect email). This acquisition includes product software and maintenance support, providing IT business functions which are used in the BOR agency. As Bison Connect email is the Department of the Interior (DOI)/BOR required software application for Google Mail (email), the ability to extend Internet Explorer compatibility to existing legacy software applications (ETAS, SharePoint and BOR legacy web sites, etc...) requires the purchase of the IE Tab feature extension to be added to the existing Chrome application. REQUIRED APPLICATION PROCEDURE Once the IE Tab extension is purchased, along with support, the existing configuration, any or all extensions will be upgraded (if necessary) and placed onto already production based systems. As described in the attached documents, the maintenance support will be provided as needed and will commence upon execution of Purchase Order. The Corporate Infrastructure Services Group Information Technology administration personnel will coordinate with Management and Acquisitions Dept., to approve payment for maintenance as required. TECHNICAL REQUIREMENTS •The Chrome IE Tab Extension must be compatible with the current and future versions of the BOR required Chrome application (version 58.0.X or higher) •The IE Tab exactly emulates IE by using the IE rendering engine directly within Chrome. This will enable you to use ActiveX controls and test your web pages with different versions of IE (IE6, IE7, IE8, or IE9) •Create a list of URLs that will automatically open in IE Tab •Provide Group Policy support for enterprise deployments •Securely use the old IE rendering engine •Ability to edit SharePoint documents instead of opening read-only •Use Java, Silverlight, and ActiveX in Chrome seamlessly •Utilize the IE rendering engine. This rendering engine can't be directly accessed from a Chrome extension; it requires a helper process to talk between the Chrome extension and the rendering engine •Chrome used to support a technology called NPAPI (the Netscape Plugin API) which allowed extensions to access local computer resources. IE Tab used that for functionality to access the Internet Explorer rendering engine. Chrome removed NPAPI support, which forces Google Chrome to implement a new solution, that solution requires a separate helper executable. From a technical standpoint, the only real change is that the code moved from an NPAPI.DLL file to a helper.EXE file •The IE Tab uses native helper code; the executable is secure and trustworthy COMMISSIONING & TRAINING The vendor shall provide support for the IT administrators for the initial installation and technical support for the specific duration of the product, specific in the budgetary estimate. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Christina Mohamed at cmohamed@usbr.gov by 12:00 PM MT, June 16, 2017, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
