This announcement is a pre-solicitation notice only and is NOT a request for proposals. It is anticipated that the final version of the combined synopsis/solicitation will be posted on or around 19 June 2017 to FedBizOpps.gov. Please send any comments or questions about the attached DRAFT documents to Ms. Nicole Mintus via email at nicole.mintus@us.af.mil by 11AM MST 16 June 2017. (ii) This solicitation is issued as a DRAFT Request for Proposal (RFP) against solicitation number FA255017R2006 for commercial services acquisition for Special Security Operations (SSO). The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) FAC 05-95 effective 19 Jan 2017, DPN 20161222, and Air Force Acquisition Circular (AFAC) 2017-0127. (iv) The North American Industrial Classification System (NAICS) Number is 561611 - Investigation Services. The small business size standard is $20.5 MIL. This proposed acquisition is set-aside for Service-Disabled Veteran-Owned Small Business Concerns. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): See Attachment #7 (DRAFT SF1449) (vi) Description of requirements for the service to be acquired. DESCRIPTION OF SERVICES: The Special Security Operations contract shall provide technical support labor to perform Sensitive Compartmented Information and Special Access Program (SCI/SAP) security oversight functions in support of the 50th Space Wing (50 SW), Special Security Office (SSO) for all 50 SW units both CONUS and OCONUS. The contractor shall provide technical support to the SCI/SAP Physical Security, Personnel Security Program, and SCI/SAP Information Assurance Programs, as well as SAP Security and Security Assistant Support. Technical support, which includes information system certification and accreditation support, preparation and review of security operating procedures, preparation and review of SCI Facility (SCIF) and SAP Facility (SAPF) accreditation documentation, preparation of SCI/SAP indoctrination paperwork, maintaining personnel security databases, maintenance of personnel security files, preparing and conducting specialized security training, and conducting security staff assistance reviews.
