- Description
- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Center for Nanoscale Science and Technology (CNST) intends to negotiate on a sole source basis with Fastlite, located in Valbonne, France under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The CNST enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The Nanoscale Imaging and Spectroscopy Group within the CNST plans to develop novel characterization techniques based on a new Spectra-Physics laser system, which requires a feedback system for ultrafast pulse measurement and compression. The laboratory dedicated to this project is equipped with a Dazzler ultrafast laser system consisting of an acousto-optic pulse shaper which is manufactured by Fastlite. The existing system performs simultaneous and independent spectral phase and amplitude programming of ultrafast laser pulses from the femto power laser amplifier and hollow-core compressor. This existing laser system and pulse shaper is essential to the current project but is insufficient in terms of overall system automation through pulse measurement and compression optimization. Fastlite is uniquely qualified to provide this device because the hardware and software that runs the required Wizzler-Dazzler feedback loop system is specifically designed to work with NIST's existing Fastlite Dazzler laser system and is therefore, the only product which will be fully compatible with the existing equipment. The purchase of the Fastlite system will automate the pulse compression and optimization process and provide for a seamless integration of software and hardware between the two systems to enable effective training and operation in a multi-user environment, facilitate the experimental set-up, data acquisition and analysis, and minimize the mean-time to results and ensuring maximized repeatability and accuracy. The NAICS Code is 334516 with a size standard of 1000 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
