- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: J- Maintenance, repair and rebuilding of equipment SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: SANS Automated Pressure Pump Repair SOLICITATION NUMBER: NB610020-17-03145 RESPONSE DATE: June 29, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Porous Materials, Inc. for repair and update of NIST Center for Neutron Research (NCNR) SANS apparatus. The SANS apparatus (SANS liquids hydrostatic high pressure apparatus) is used for neutron scattering experiments, and capable of achieving pressures of up to 413 MPa (60,000 psi). The SANS apparatus is a highly customized computer controlled automated pressure pump system, manufactured and assembled by Porous Materials, Inc. The SANS apparatus requires a complete maintenance and repair overhaul due to high experimental demand on the system and the obsolete software running the system. The SANS apparatus was specially designed for use in various neutron spectrometers currently in service at NCNR. In addition, the SANS apparatus was specially built for neutron scattering experiments using materials and specifications unique to these systems. Many of the SANS apparatus components are Porous Materials, Inc. standard production items. Upon completion of repair and upgrade the SANS apparatus shall: 1. Provide a maximum output pressure of 413 MPa (60,000 psi) 2. Be automated and interface with the current NCNR version of instrument control software (ICE/NICE/ICP) 3. Be capable of automatically keeping pressure at set level. 4. Have electric actuated valves with 60,000 psi capability Final delivery of the SANS apparatus shall include operational training, operating and maintenance manuals, maintenance parts list, complete instrument control interface protocols, and working test results for all the components. The North American Industry Classification System (NAICS) code for this acquisition is 335999 with a corresponding size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by June 29, 2017. Inquires will only be accepted via email to erica.miller@nist.gov. No telephone request will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
