Description
NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intents to negotiate and award on a sole source basis to Gentex Corporation. The Government requires a specialized Dual Visor Assembly, HGU-56/P which is a sole proprietary product engineered and distributed by Gentex Corporation for Assault Craft Unit FIVE to convert Apache helmets and visors to LCAC helmets. This requirement is for commercial items prepared using Simplified Acquisition Procedures under the FAR 13.302-1, as supplemented with the additional information included in this notice. The items requested have proprietary software, firmware, and hardware that are uniquely compatible to the ADSI system. Other brands will not fit nor are they compatible. There are no other viable manufacturers, vendors, or resellers. Ultra Electrons is the Original Equipment Manufacturer (OEM). The Small Business Office concurs with the set-aside decision. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Destination applies. Delivery is 60 days ARO. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM PST, 28 June 2017 via email to Angelina.pinahardin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
