- Under the authority of Federal Acquisition Regulation (FAR), Part 6.301 and 6.302, the U.S. Department of Transportation (US DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) intends to issue a Modification to order DTPH5616P00026 for new work to LEAD Training, LLC on a sole source basis to develop an instructor observation rubric based on learning outcomes taught in PHMSA's current 3-Level instructor certification program. FAR 13.5 (Simplified Procedures for Certain Commercial Items) applies to this action. The rubric will be specifically designed to evaluate an instructor's ability to: implement the teaching methods taught in the instructor certification program; utilize installed TQ classroom equipment; and effectively participate as a Subject Matter Expert in the analysis, design, development, and evaluation phases of the SAT/ADDIE processes. The contractor will also conduct Instructor Development Observations using the rubric scoring criteria, provide developmental feedback reports/counseling to observed instructors, and submit periodic progress reports to the TQ Director, as required. LEAD Training, LLC is uniquely equipped to deliver this program. Evaluating instructors' mastery of the desired instructor certification skills is essential to the training program's overall success. Only a contractor with deep knowledge of the training program, course materials, and applied instructional methods is capable of providing the quality counseling and feedback needed for this program. LEAD Training created the syllabi, course materials, and classroom content for the certification program. Furthermore, LEAD Training is actually delivering the training they created to future trainers for this program. No other vendor at this time will fully understand the program requirements; an individual instructor's development needs (existing strengths and weaknesses) as determined from classroom interaction; and would be able to provide the requisite improvement feedback to ensure continuous improvement of the TQ instructor cadre. Please note, this is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
