- Attachment D.1 to Solicitation 2017-N-66798 Environmental Chamber Solicitation 2017-N-66798 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. The National Personal Protective Technology Laboratory (NPPTL), National Institute for Occupational Safety and Health (NIOSH), Center for Disease Control and Prevention (CDC) conducts research in a variety of areas related to personal protective equipment (PPE)/ensembles. The scientific staff of the Automated Breathing and Metabolic Simulator (ABMS) laboratory within the Evaluation and Testing Branch of the NPPTL conducts Long-Term Field Evaluation Testing of mine-deployed Closed-Circuit Escape Respirator (CCER) units and testing of manufacturer-submitted CCER units for approval as per the requirements of Subpart O of 42 CFR, Part 84. A portion of this testing requires temperature conditioning for 24 hours and subsequent testing under temperature of the CCER being evaluated. The ABMS lab requires an environmental chamber for this cold temperature evaluation requirement that is constructed to conform to the Technical Specifications outlined in the attached solicitation document. Please refer to the attached solicitation document. SITE VISIT : A site visit has been scheduled for Monday, July 17, 2017 at 10:00 AM EST for all interested offerors. If planning to attend this site visit in Pittsburgh, PA, contact Kate Oyler at koyler@cdc.gov no later than Wednesday, July 12, 2017 at 10:00 AM EST in order to obtain access to the facility. Please refer to the attached solicitation document for further information. The solicitation is being issued as a Request for Proposal (RFP) under solicitation number 2017-N-66798 using FAR Subpart 13.5, Simplified Acquisition Procedures. This acquisition is subject to the availability of funds. Cost proposals shall remain valid for a period of ninety (90) days. Any incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81, effective April 10, 2015. Please refer to attached document(s) for clauses and provisions applicable to this acquisition. This is solicited under full and open competition under NAICS code 334516 Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. A firm fixed price contract will be issued in writing to the successful offeror.
