- The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) on or about July 18, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project entitled Tainter Gate and Spillway Repair Stockton Lake, MO. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $250,000 to $1,000,000. The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $33.5 million. This requirement will be a 100% set-aside for small business. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. When this IFB is issued, the solicitation will contain information as to when and where bids will be received and opened. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. The Scope of work requires the contractor to remove existing wire rope assemblies from the drums and lower sockets, remove the wire rope from each socket, media blast the sockets, perform non-destructive testing for each socket, install new wire rope onto sockets, prepare the surface for coating, paint the sockets, install the rope assemblies onto the drums and gates, adjust the ropes and test operate the gate for proper function. The repair of the spillway ogee weir and apron concrete include removal of estimated 105 cubic feet of loose concrete, sandblasting of the exposed steel reinforcement and concrete placement. All spillway repair work will be performed from a barge and platform assembly. The contractor shall perform in accordance with the technical specifications and drawings. This project includes all work delineated in the Specifications and Plans and any incidental work to provide a complete and usable project. The estimated performance period for completion of construction is 180 calendar days from Notice to Proceed (NTP).
