Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with BioMerieux, Inc. for an annual maintenance service of the Vitek 2 Compact 30 with PC Computer Bacterial/Fungal Rapid Identification System. EPA has identified BioMerieux as the only contractor able to meet the requirements of this procurement. The EPA ™s Office of Chemical Safety & Pollution Prevention Office (OCSPP), Office of Pesticide Programs (OPP), Biological and Economic Analysis Division (BEAD) at the Environmental Science Center, 701 Mapes Road, Fort Meade, MD 20755 utilizes the BioMerieux Vitek 2 Compact Bacterial Identification System on a continuous basis for research projects. Fully functional instruments that operate accurately and without interruption of service are vital to BEAD ™s mission. BioMerieux is the sole manufacturer and distributor of these instrumentation as well as the parts and products to support the equipment. This company possesses the unique capabilities of providing preventative maintenance and repair services. BioMerieux, as the manufacturer of the instrumentation, has the capability and accessibility to the engineering and electronic specifications to ensure accurate operation of the products. The contractor shall provide factory trained field service engineers with documented expertise on the exact equipment configuration cited in the purchase order. BioMerieux as the manufacturer of the equipment requires preventative maintenance inspections to be performed on an annual basis. If any unauthorized third party repairs, alters or modifies a BioMerieux instrument, BioMerieux is not responsible for defect arising from such repair or modification. The acquisition of these commercial services will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 81129, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. It is our intent to award a single fixed price purchase order consisting of a 12-month Base Period and two (2) 12-month Option Periods for a potential term of 36 months. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 5 calendar days of the date of publication of this notice.
