Description
The United States Army Natick Research and Development Center (NSRDEC), Aerial Delivery Directorate, Natick, MA, and Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE), Personnel Airdrop Systems Team, Fort Belvoir, VA, are conducting a market survey to collect additional information from potential manufacturers and / or suppliers of an Enhanced Electronic Automatic Activation Device (EEAAD) for Military Freefall (MFF) parachute systems. The EEAAD shall support the US Army (USA) Airborne and Special Operations Forces (SOF) communities by providing an automatic activation device that will activate the reserve parachute of a paratrooper who is unable to activate the reserve on their own, under a partial or total malfunction of his/her main canopy and will also include an enhanced data logging device with downloadable files. DESCRIPTION: The EEAAD shall automatically activate the reserve parachute by cutting the reserve container closing loop(s) in the event the paratrooper is unable to activate the reserve on their own. The EEAAD shall function with all current and future MFF parachute systems to include, but not limited to, the MC-4, RA-1, Hi-Glide, MJ, SOV, and MMPS and operate on all high performance fixed-wing, rotary, and non-standard aircraft which support the MFF mission at deployment speeds of 70 to 150 knots indicated air speed (KIAS). It shall offer performance equal to or greater than the current Electronic Automatic Activation Device (EAAD), the Military CYPRES 2 1500 35A (www.ssk.us/M-CYPRES_2_users_guide_US_01-2013.pdf), while providing the user the ability to collect and store information from the freefall and canopy flight portions of an MFF operation for later download and analysis. This information will allow the user to refine techniques and tactics, and provide a "black-box" capability to assist in the investigation of incidents. REQUIREMENTS: The system should meet the performance requirements referenced in notice W911QY-17-EEAAD, which contain both Threshold [T] and Objective [O] levels. The objective level is the performance goal, while the threshold level is the minimum acceptable performance. Note: these requirements are the anticipated requirements to date and represent the desired increased capability over the current EAAD's performance. The anticipated quantity of EEAAD systems to be procured is approximately 7,000 units. This is only an estimate and may change at the time of the Request for Proposal Release (RFP). It in no way represents a guaranteed quantity the Government will procure through a future EEAAD contract and should not be interpreted as such. RESPONSES: All interested firms and manufacturers, regardless of size, are encouraged to respond to this request for information related to the EEAAD. Information submissions should include: - Current and maximum monthly production capacity and time needed to ramp up to full production. - Warranty for damaged and/or malfunctioning systems. - Procedures for verifying proper system operation. - Process for verifying and validating changes to software or hardware components.
