General Information Short Title: CIVCO model EX stepper or equivalent Document Type: Presolicitation Notice Solicitation Number: N02RC72601-36 Posted Date: 6/28/2017 Response Date: 6/30/2017 Classification Code: 65 - Medical and Surgical Instruments Equipment and Supplies NAICS Code: 339112 - Surgical and Medical Instrument Manufacturing Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E232 Bethesda, MD 20892, UNITED STATES Description Contractor shall provide one CIVCO model EX3 stepper or equivalent for ultrasound-guided HDR prostate brachytherapy. Stepper shall include the following: • Support for B-K Medical model 8558, 8658 and 8848 transducers, • Unit shall have a direct interface to Government-supplied radiation treatment planning system (Elekta Oncentra-Prostate), • Interface shall permit the intraoperative transmission of the linear and angular position of the ultrasound probe, • Electronic unit shall be easily removable to facilitate cleaning and prevent accidental damage. Contractor shall provide one CIVCO model 610-911 Micro-Touch Couch mounted Stabilizer or equivalent. Stabilizer shall have the following features: • Ability to accept and support the CIVCO model EX3 Stepper, • Dual-sided couch mount for extra stability, • Single knob fixation and locking, • Weight compensation to reduce operator fatigue, • Six degrees-of-freedom (6DOF) in the position of the stepper unit to ensure proper alignment with patient anatomy. • Non-migrating directional dials to ensure the reproducibility of probe position. • Transportation/storage stand. Stepper and Stabilizer shall have U.S. Food and Drug Administration clearance as a remote-control Medical Device for HDR brachytherapy. Contractor shall provide a 1 year warranty against defects in equipment and material. Warranty shall include software updates as applicable. On-site installation shall be performed by Contractor personnel who are appropriately authorized and trained. Proper operation functionality with Government-owned B-K Medical model 3000 ultrasound system and E14CL14b biplane endocavity transducer shall be demonstrated. Functionality with ElektaOncentra-Prostate brachytherapy planning system shall also be demonstrated. The Contractor's shall provide on-site applications training on operation and use of the unit and its features. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 339112 and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on June 30, 2017. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC72601-36 on all correspondence.
