- ID/IQ FOR MAJOR & TRACE SAMPLE ANALYSES: This synopsis is for commercial services IAW FAR 5.3, required by the USGS Volcano Science Center, Menlo Park, CA 94025 for an ID/IQ Contract for the analysis of up to 29 trace elements using X-ray Fluorescence (XRF) and Inductively Coupled Plasma Mass Spectrometer (ICP-MS) analysis techniques. The analysis will include, as needed, Loss on Ignition (LOI) results. Issuing office is: US Geological Survey Office of Acquisition and Grants (OAG) 3020 State University Drive East, Ste. 2002 Sacramento, CA 95819 The subject NAISC is 541380, Test Laboratories, Size Standard $15.0 M. Anticipated release date for the RFQ is 06/28/2017. There is no set aside. It is full and open competition. The solicitation number is G17PS00677. The Government anticipates award of a commercial. Frim Fixed Price type, ID/IQ Contract using the procedures for FAR 13.5 (Simplified Procedures for Certain Commercial Items) and the procedures of FAR Part 12, entitled, Acquisition of Commercial Items. Point of Contact is: Stewart Evans Contracting Officer USGS OAG Sacramento, CA (916) 278-9334 sevans@usgs.gov Technical Requirements: Prospective contractors must be able to: Samples received as rock or powder are prepared for analysis by chipping, grinding to a very fine powder, weighing with dilithium tetraborate flux, fusing at 1000 ° C in a muffle oven, and cooling to glass; the glass bead is then reground, refused, and polished to provide a non-contaminated, smooth flat analysis surface. Samples can be sent to vendor by any delivery service (US mail, UPS, FedEx, etc.). Samples are analyzed for major and trace element concentrations by an XRF spectrometer yielding consistent research-grade precision and accuracy (precision of ca. 1% relative for major oxides, ca. 5-10% relative for trace elements), and/or by an ICP-MS quadrupole mass spectrometer that provides data precision from ppm (parts-per-million) to ppb (parts-per-billion).
