This is a complete conformed copy of the solicitation through this most recent amendment 0002. All changes incorporated to date are included in this document. Amendment 0002 to the Solicitation W91RUS-17-R-0001. This amendment incorporate final questions and the Government's corresponding responses; and makes necessary changes to various solicitation sections as deemed appropriate in response to some questions. ************UPDATE************ Amendment 0002 to the solicitation has been issued. All solicitation attachments with fillable information has been provided in MS Word format for the convenience of all Offerors. Additionally, a conformed copy of the solicitation through amendment 0002 has been added to the solicitation package for ease of reference in ensuring offerors have all changes in one document. The acknowledgement for each amendment is still required in accordance with Section L.7.1 for the General Volume. The proposal submission due date has been extended to 19 July 2017, at 3:00PM EDT. Proposals shall be submitted in accordance with Section L.3.1, in electronic format, either on CD or DVD or using the AMRDEC SAFE File Exchange. IMPORTANT NOTE : when emailing Mr. Joe Morris, be cognizant of the number " 4 " in his email address. If using the AMRDEC SAFE File Exchange, it will be incumbent upon Offerors to ensure they use the correct email address. If you do not properly input Mr. Morris' email address, you will be providing your proposal information to a different individual not associated with this acquisition. If using the SAFE File Exchange, ensure to provide acces to BOTH Joe L. Morris at joe.l.morris4.civ@mail.mil and Cheryl M. These sections will be updated/corrected in an amendment to the Solicitation documents. *************ORIGINAL SYNOPSIS************** SYNOPSIS AND DRAFT TECHNICAL DESCRIPTION FOR 160TH SIGNAL BRIGADE ADMINISTRATIVE, IT ENGINEERING, AND LOGISTICAL SUPPORT (AITEL) SERVICES INTRODUCTION The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, Fort Huachuca, Arizona intends to issue a solicitation for the full and open, competition for Administrative, Information Technology Engineering, and Logistical Support (AITEL) services for the 160th Signal Brigade and its subordinate units within the CENTCOM Area of Responsibility (AOR) in Southwest and Central Asia. The purpose of this notice is to provide the DRAFT request for proposal (RFP) documents for industry review and comment prior to release of final solicitation. ***DISCLAIMER: THIS IS NOT A SOLICITATION OR RFP; this is a continuation of market research and does not constitute a solicitation and shall not be construed as a commitment by the Government. This request serves to invite industry to review DRAFT documentation and provide questions or comments which may be incorporated in the final solicitation. The Government is under no obligation to award a contract as a result of this synopsis. No funds are available to pay for preparation of responses to this announcement and the Government is not responsible for any cost incurred. Any information submitted by respondents to this draft technical description is strictly voluntary. Responses will not be returned to the responder. PROGRAM BACKGROUND The 160th Signal Brigade, is designated as the forward-stationed, theater strategic signal Brigade. Staff Support Services enables the 160th Signal Brigade to conduct mission command in support of U.S. Army Central Command (ARCENT) and U.S. Central Command (CENTCOM) operations in Southwest Asia (SWA) and Central Asia. Additionally, Staff Support Services facilitate the operational needs of the 160th Signal Brigade and subordinate commands by augmenting its staff, enabling efficiencies in daily operations as well as continuity. The subordinate commands are the 25th and 54th Signal Battalions, but could change as the mission of the 160th Signal Brigade changes. The attached DRAFT PWS details the services that are to be provided for the 160th Signal Brigade. SYNOPSIS This notice provide industry an opportunity to review the DRAFT solicitation documents and provide comments or questions to the Government prior to release of final solicitation. This notice is not a request for proposals and should not be construed as such. Not responding to this notice does not preclude participation in any future RFP. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. Do not submit proposals in response to this notice. The Government intends to solicit on a full and open, competitive basis. The contract type is anticipated to be Cost-Plus-Fixed-Fee and will include Cost-reimbursable line items as well. The Government anticipates release of final solicitation documents late third quarter or early fourth quarter FY 2017. The applicable North American Industry Classification System (NAICS) code for this requirement is 56110 with a Small Business Size Standard of $7.5 million. The Product Service Code is R699. Deadline for questions or comments related to this notice is no later than 09:00 AM MST, 26 May 2017. All questions or comments will be reviewed and, if appropriate, incorporated in the final solicitation/RFP. NO PHONE CALLS WILL BE ACCEPTED OR ENTERTAINED.
