Description

The Department of Veterans Affairs Medical Center, VISN 6 Network Contracting Office (NCO), on behalf of the Durham VA Medical Center intends to solicit and award a firm fixed price, sole source Purchase Order to Philips Healthcare, A division of Penac. The purpose of the order is to repair the X7-2t TEE transducers by obtaining a new ultrasonic transducer probe (must meet OEM specifications). This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). The rational to solicit from a single source is based on the propriety component to the EPIQ 7C Philips Ultrasound unit and the necessity to have a OEM certified replacement part. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Paul Waite, Contract Officer, Paul.waite@va.gov no later than 0900 PM EST on August 30, 2017. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
