- The Department of Defense (DoD), Department of the Navy (DoN), Naval Criminal Investigative Service (NCIS) intends to award, on a sole-source basis, a fixed price purchase order to Foster and Freeman, USA Inc., 46030 Manekin Plaza, Suite 170, Sterling, VA 20165 (DUNS: 136391252 and Cage Code: 3H9H4). The statutory authority permitting restricting competition for this simplified acquisition is FAR 13.106-1(b)(1). Foster and Freeman is the only manufacturer and provider of the Crime-Lite Forensic Light Sources (FLS) products and it is the only FLS on the market that meets NCIS requirements for portability, specificity of wavelength of light with minimal leakage, and brightness of light for use in crime scenes. Foster and Freeman will provide Crime-Lite, Crime-Lite 2 and Crime-Lite 3 Forensic Light Sources (FLS) for use in Forensic casework. This acquisition will be processed under Simplified Acquisition Procedures (SAP). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 335129 “Other Lighting Equipment Manufacturing. Business size standard is for NAICS 335129 is 500 employees. This notice of intent is not a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested vendors may identify their interest and capability to meet the requirements by responding to this requirement via email in Microsoft Word format with a file size less than 5MB to Bernetta Burton, Contract Specialist, via email: Bernetta.burton.ctr@ncis.navy.mil, Subject Line: Response to NOI N6328517T0028 Crime-Lite Forensic Light Sources (FLS) no later than 12:00 pm EST on, July 11, 2017. All information submitted should support the offeror ™s capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror ™s bona fide capability to provide these products. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered.
