- This a notice of intent to award a sole source, Firm-Fixed Price contract under the authority of 41 U.S.C. 253(c)(1) pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, to Wolters Kluwer Health, UptoDate, located at 230 3rd Avenue Waltham, MA 02451. The Bureau of Prisons (BOP) has a requirement for the purchase of a one year subscription to on line electronic medical resources for clinical information to standardize responses and treatment for the inmate population. The information contained within the publication has the most current and up to date medical information for the treatment of patients. It is a community standard that is legally recognized for treatment practices and is used as a legal reference. The Publication will also provide CME credits to the medical staff at all institutions in the North East Region. This would standardize the response and treatment practices throughout the North East Region. UptoDate is only available online and covers 24 medical specialties. There is no other resource currently available that offers the breadth of content, synthesized information, and original searchable format. Wolters Kluwer Health is the only known company at this time which can provide the BOP access to their proprietary point of care knowledge base system. The NAICS code for this requirement is 519130. This notice of intent to award a sole source contract is not a request for competitive proposals. A request for proposal (RFP) will not be available for this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Any firm that believes it can provide the stated resource shall provide supporting documents demonstrating their products capability and specifications within three (3) days after date of publication of this notice of intent.
