Description
This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to INFORS HT, 9070 Junction Dr., STE. D, Annapolis Junction, MD 20701, for a Double Multitron Pro Incubated Orbital Shaker. Item Number Description 1 I10102P - Multitron Pro, 25 mm with Top Cooler - (1 each) 2 I10102.1P - Multitron Pro, 25 mm with Cooling Coil -(1 each) 3 I51900 - Integrated CO2- Multitron -(2 each) 4 I52001 - Direct steam humidification for Multitron Pro- (2 each) 5 I20011 - Multitron Tray-Green Squares-(2 each) 6 I50140 - Darkening window for Pro cab-(2 each) 7 I40010.1 - Double stacking kit top cool includes a storage base- (1each) 8 Shipping-(1 each) The INFORS HT Double Multitron Pro Incubated Orbital Shaker will be used to incorporate oxygen and evenly distribute nutrients throughout the culture media to provide optimal conditions for cell growth. The Nucleolar Integrity Group, at the NIEHS, investigates the regulation and molecular mechanisms of ribosome biogenesis through a multidisciplinary combination of structural, molecular, and cellular biology. To fully investigate the molecular mechanisms of ribosome biogenesis, the lab needs the ability to perform large scale tissue culture. The Double Multitron Pro Incubated Orbital Shaker is needed to be stacked upon an existing shaker. Its refrigeration device is currently housed in the Genome Stability Structural Biology Group at the NIEHS, RTP, NC. It has been determined that INFORS HT, is the only known responsible source capable of providing these supplies and no other supplies will satisfy the agency's requirements. Additionally, this Orbital Shaker is the only shaker compatible with existing shakers utilized by the lab. The ability to maintain continuity of experimental procedures is crucial to the success of the Division of Intramural Research, Genome Stability Structural Biology Group. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing" and a Size Standard of 1000. The anticipated period of performance is 6-7 weeks, ARO. NIEHS will solicit and negotiate directly with INFORS USA and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at valare.sims@nih.gov and are due by 10:00 AM, July 8, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to INFORS HT.
