- Naval Air Systems Command (NAVAIR) intends to award a sole source Cost Plus Fixed Fee (CPFF) delivery order (DO) under the Basic Ordering Agreement (BOA) N00019-15-G-0003 to Raytheon Missile Systems (RMS) for engineering support of the HARM Weapon System. Engineering support includes hardware and software deficiency evaluations, generation of Engineering Change Proposals (ECPs), engineering evaluations, Q6DOF simulations, and studies. This support also includes Configuration Management (CM) and Data Management (DM) support for the AGM-88B, 88C, and 88F missile versions, the Aircraft Launcher Interface Computer (ALIC), and the AN/GSM-396 Guided Missile-Launcher Test Set (GM-LTS). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Raytheon Missile Systems is the sole designer, developer, and manufacturer of the HARM, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein, in order to satisfy the Government's requirement. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 541330.
