Description
The FAA wishes to thank all those who participated for your contribution to the June 15 Industry Day on surface surveillance. As a result of numerous inquiries, the FAA issues the following clarification of the intent of the market research we are conducting on this subject. The FAA's objective is to address the obsolescence issues of the current non-cooperative sensors (Surface Movement Radars (SMRs)). The other components of the surface surveillance systems are supportable. The intent is to maintain the existing multilateration capability of the surface surveillance (Airport Surface Detection Equipment model X (ASDE-X) and Airport Surface Surveillance Capability (ASSC)) systems. The current surface surveillance concept of operations (ConOps) prioritizes the non-cooperative surveillance sensor input first, followed by multilateration, then Automatic Dependent Surveillance “ Broadcast (ADS-B). The impending ADS-B Out rule that takes effect on Jan 1, 2020 will require that all aircraft operating on the airport surface must be equipped with ADS-B Out and must operate with the equipment turned on at all times. This provides a unique opportunity to change the current suite of surface surveillance capabilities and revisit the mix of cooperative and non-cooperative surveillance needs for the surface. After 2020, non-cooperative surveillance would only be required to detect unequipped vehicles and aircraft with faulty transponders. The current requirements for non-cooperative surveillance may not be applicable and could be modified in the future based upon the emerging role of non-cooperative surveillance. This emerging non-cooperative surveillance capability will then be integrated with the existing multilateration and ADS-B surveillance technologies. For example, the FAA is amenable to discussing relaxing the current accuracy and resolution requirements for the non-cooperative sensor and is willing to explore the potential tradeoffs associated with relaxing requirements. Final requirements have not yet been developed and may be influenced by the proposed surveillance technology. Modifications to requirements may lead to changes to the concept of operations and would need to be validated by FAA stakeholders and Safety Management System processes. Non-cooperative surveillance technologies may include, but are not limited to: - Perimeter detection systems - Automotive collision warning radar systems - Visible light camera systems - Infrared camera systems - Inductive loop systems - Ultrasonic detection systems - Networked marine radars - Passive imaging The FAA is willing to discuss the replacement of other components only if a potential solution/technology identified by industry requires such replacement and does not adversely affect the business case.
