- Draft Performance Work Statement This is a Pre-Solicitation notice that the Government intends to issue a Request for Proposal (RFP) for a Firm Fixed-Price Contract The contractor shall perform aircraft wash and post wash lubrication at the 142d Fighter Wing, PANG Base Portland, Oregon as defined in this Performance Work Statement (PWS). Work shall be accomplished at Portland ANG Base and will include: F-15 C/D Aircraft Exterior Wash to include Landing Gear, Wheel Wells, Engine Intakes and External Fuel Tanks (when installed). The government will perform all aircraft movements required to accomplish the wash. The government will accomplish canopy and cockpit cleaning procedures. The contract period encompasses One (1) Base Year, with Four (4) One (1) year options to be exercised at the discretion of the Government as per FAR Clause 52.217-9. The Service Contract Act of 1965 applies to this acquisition. Award will be based on the lowest-price price technically acceptable (LPTA) by a responsive and responsible offer to the RFQ. This is a 100% Small Business Set-Aside, Firm-Fixed Price procurement and will be procured using commercial procedures. The North American Industry Classification System (NAICS) Code is 488190. DESCRIPTION OF REQUIREMENT: The contractor shall perform aircraft wash and post wash lubrication services at the 142d Fighter Wing, Portland Air National Guard (PANG) Base Portland, Oregon as defined in this Performance Work Statement (PWS). Work shall be accomplished at Portland ANG Base and will include: F-15 C/D Aircraft Exterior Wash to include Landing Gear, Wheel Wells, Engine Intakes and External Fuel Tanks (when installed). The government will perform all aircraft movements required to accomplish the wash. The government will accomplish canopy and cockpit cleaning procedures. Offerors will have an opportunity to attend a scheduled site visit. The date, time, location and registration requirements will be posted in the solicitation procedures. NAICS AND SIZE STANDARD: The NAICS code for this project is 488190, Other Support Activities for Air Transportation. The small business size standard, based on average annual receipts is $32.5 Million. SYSTEM FOR AWARD MANAGEMENT (SAM): Offerors must be successfully registered in SAM with a matching NAICS, (www.sam.gov), in order to receive an award. To be considered, responsive offerors must register in SAM at https://www.sam.gov/portal/public/SAM/ before submitting an offer. Instructions for registering are available at the SAM website https://www.sam.gov/portal/public/SAM/ ADDITIONAL INFORMATION: Specific information pertaining to this procurement will be available in the solicitation. The RFQ documents for this procurement will be posted on the Federal Business Opportunities (FBO) website, (www.fbo.gov). It is the responsibility of all potential bidders/offerors to monitor the FBO website for any solicitation posts, amendments, updates, responses to questions and answers, etc. Solicitation will be issued on or about 26 July 2017. The due date for quotes will be posted in the solicitation. The solicitation will be issued electronically on the Federal Business Opportunities web page; (http://www.fbo.gov/).
