Description
Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to Li-Cor Biosciences, 4421 Superior St., Lincoln, NE. 68504, as they are the sole source for this type gas analyzer system pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a LI-7700 open-path methane analyzer. Li-Cor is the only known source for this type of instrument system that is capable of providing the required high precision, high speed, low power consumption, needed to satisfy our research requirements and is compatible with existing equipment. The instrument must also be self- cleaning, and function without pumps and tubes. The data must be high precision with RMS noise less than or equal to 5 ppb at 10 Hz. and must be capable of collecting this high precision data up to 40 Hz. The instrument must also be able to run on solar power, and capable of low power consumption, drawing approximately 8W of power. This requirement is particularly important for the field-going installations of measurements in an agricultural setting far from line-power sources. The gas analyzer must be compatible with existing equipment as it will be integrated into an existing data logging system and must also be compatible with existing sonic anemometers in use. The system must be equipped with a self-cleaning mechanism that is programmable and remotely controlled. The gas analyzer system must function without the use of pumps and tubing which complicates measurements and post-processing. Li-Cor Biosciences is the sole source of this type of open path methane analyzer that can satisfy all of the above criteria and that satisfy the requirements of our research. The Government intends to award a firm fixed price Purchase Order, subject to the availability of funds, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 11:OO AM central time, July 07, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
