Description
Sources Sought The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses Manufacturers for the ZOLL Automatic Electronic Defibrillators (AED). This a Brand Name or Equal notice to small business manufacturers only. The intended contract is a firm-fixed price five-year single award or multi-award BPA. The Department of Veterans Affairs, NCO20 is looking for sources of the following: MFG Part Number / Item 1. 21000010102011010 / ZOLL AED Plus Package 2. 8000-0855 / AED Metal Storage (Wall Mounted) Cabinet with Alarm Salient Characteristics: The Brand name item is preferred. The VA Medical Centers in need of these devices already have ZOLL AEDs in place, the operating characteristics must be identical to the ZOLL to eliminate any chance of operator error that could impact patient safety. In addition, any equal item must meet or exceed the following salient characteristics. The equipment must meet the minimum of the following: ZOLL AED Package includes: - ZOLL AED Plus with AED Cover: - CPR-D Padz, includes a hand-placement locator with real-time feedback of compression rate and depth. - Automatic Self-Test Checks: Configurable automatic self-test from 1 to 7 days and a Monthly full-energy test. - Charge Time Less than 10 seconds - Charge Hold Time 30 Seconds - Include LCD screen which shows at a minimum: voice prompt messages, device advisory messages (notifies of need to defibrillate), elapsed time, shock count and chest compression graph - All patient connections are electronically isolated. - One sleeve of Batteries - Soft Carry Case - Operator's Guide with training DVD - AHA/ERC 2015 Guidelines Compliant. - Minimum: Five Year year limited warranty on AED expandable to a total of 7 years AED Storage Cabinet (Wall Mount) with Alarm - Construction: Metal Cabinet, painted white with red letter markings - Dimensions: Surface mount maximum 18 H X 18 W X7 D Potential sources shall provide, at a minimum, the following information to Point of Contact listed below: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Please identify your company s size in comparison to the anticipated North American Industry Classification System (NAICS) code 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing. To be considered a small business your company must have fewer than 1,250 employees. 3) Any Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. 4) Your company must be a small business manufacture of the product you are offering to be considered a potential source. Responses are due by 07/26/2017 11:00 am PST, to the Point of Contact. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application in the System for Award Management (SAM).
