- NAVSUP Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to procure, for the Commander, Navy Reserve Forces Command (CNRF),Sponsorship Outreach Support Services hosted by The Hispanic, Engineering Science and Technology. HESTEC is the only organization that can host this type of specific STEM conference and Sponsorship. The Hispanic, Engineering, Science, and Technology{HESTEC) Week is organized by The University of Texas-Pan American, one of the countrys top Hispanic-serving institutions, in conjunction with the Office of Congressman Ruben Hinojosa. The innovative program was created 15 years ago to address the critical shortage of Hispanic scientists and engineers in the United States. Since inception, HESTEC has become a national model for promoting Science, Technology, Engineering and Math (STEM) careers among South Texas students who are predominately Hispanics. Since 2002, more than 3,000 students from UTP A and other Texas universities have attended the College Students Career Expo. More than 31,500 pre-college students have participated in HESTEC conferences; more than 8,000 teachers have attended HESTEC hands-on workshops throughout its inception. An estimated 40,000 people attend HESTEC Community Day each year. Also, HESTEC is providing the Navy access to their Rio Grande Valley Science and Engineering Fair providing access to talk to over 200 middle school students and their parents. Hispanics represent 16 percent of the Navys active duty total force end- strength. They are the dominate minority group in the nation, totaling more than 20 percent of the population, a proportion that continues to grow at an unprecedented rate. Hispanics make up fewer than 14 percent of the U.S. workforce nationwide, but according to the Office of Personnel Management (OPM), Hispanics represent barely 9% of the Federal workforce. The Federal government has traditionally been the standard ·bearer for minority participation in the workforce. Although the Navy is making progress, it must continue to puild a pipeline of Hispanic leadership that will be equipped to handle future challenges. For the purpose of the event proposal the UTPA has the means and the community facilities to provide this service solely for HESTEC Week. The Navy will have the opportunity to meet potential candidates at the 2017 HESTEC Week held on the campus of UTPA. This is an ultimate opportunity for the Navy to support and participate not only for recruiting todays engineers nnd doctors but also possible future ties for distance learning programs for Nuclear Power School, Civil Engineer Corps and Medical/Dental Graduates. Navy must compete against several successful Fortune 500 companies for technically advanced students. Navy Recruiting Commands Annual Conference Planning and Selection Board strategically developed and select only those venues which deliver leads for the required target market. This venue is attributed to a percentage of Navy Recruiting Commands FY ·l 7 new contract goal attainment and the Navy hopes to have the same success during FY ·17/18. Further, the viral impact of information shared during this veek long conference is the lifeblood of our highly successful referral program from previous participation. The negative impact of non ·participation of this event would cause Navy Recruiting Command to seek other avenues of lead generation which does not guarantee the impetus which prior years participation garnered. This requirement constitutes as a Sole Source. HESTEC is the ONLY organization that can provide the required goods and services based on the associations primary ethnic focal point. Although there are several agencies who centralize on Hispanic American advancement, growth and development - HESTEC is the only Hispanic · American association initiating an organized sponsorship conference at this time of request. __ The requested material or service represents the minimum requirements of the government. This is a sole source action to be awarded to The Hispanic Engineering Science and Technology, HESTEC is the only Vendor who can supply the required services for the acquisition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. It is anticipated that a Firm Fixed Price (FFP) order will be issued as a result. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
