- Solicitation The Office of the Comptroller of the Currency, hereby gives notice of their intent to award a contract to EBSCO Information Sources, 10 Estes Street Ipswich, MA 01938, on a sole source basis utilizing FAR 13, Simplified Acquisition, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirement. The Office of the Comptroller has a requirement to procure a journal aggregator for business journals. EBSCO is the sole source provider of the journal aggregator. This is not a request for competitive proposals; however, all proposals received in writing within three days after date of publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
