- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Helium Compressor SOLICITATION NUMBER - NB610030-17-03880 RESPONSE DATE: July 23, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Advanced Research Systems, Inc. for a 10 HW helium compressor. The statutory authority of this sole source acquisition is FAR subpart 13.106-1(b). The NIST's NCNR facility maintains and operates a research instrument named MACS. This instrument utilizes a cryogenically cooled filter, named CFX. The filter is cryogenically cooled using an advanced Research Systems Inc. DE-110 Expander, and an Austin Scientific M600 helium compressor. The purpose of this acquisition is to purchase a spare helium compressor for the CFX. This spare compressor will be utilized when and if the current compressor requires repair, and can be used during preventative maintenance to keep the system continuously operational. The new spare compressor shall be a direct factory replacement. The performance requirements are the following for the drop-in replacement compressor. The compressor shall plug compatible with the Advanced Research Systems Inc. DE-110 Expander already installed in CFX filter. The compressor shall provide at least 600 CFM helium thru-put to the Expander. The compressor shall operate on a 208-230 VAC + or - 5%, 3 phase 60Hz Circuit. Delivery shall be FOB destination and take place 6-8 weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in July, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. In addition, interested sources shall provide an associated standard manufactures warranty with the helium compressor for use with the expander. The Government will consider responses received by 1:00 p.m. Eastern on July 23, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
