- The Maritime Administration (MARAD) Office of Policy and Plans (OPP) will be conducting an Online Industry Day on October 19, 2017. MARAD is interested in Industry feedback on the data requirements as detailed below. MARAD requires access to US waterborne inbound and outbound transportation and trade data with the coverage and continuity described below. Reports based on identified criteria must be exportable in Excel,.xml format, and ASCII format with vertical bar delimited variables (flat file). The format must be either flat, pipe delimited, or dbf. Data must be downloadable from an existing commercially available online database in its least aggregate format. Data set downloads shall be available in dbf format or flat file. Data will be stored locally on MARAD servers for use by OPP and portions of the data will be merged into and combined with other data sets. Works made utilizing the data are made available to the public and other federal agencies, including posting on MARAD's website. Coverage: 100% of US port locations, s pecifically, U.S. inbound and outbound waterborne shipments, including imp o rts, e xp o rts, and in-transit shipments, i n all trade lan es, all c o mm o di t ie s, all s t a t e s / U.S. regi o ns, all c o n s ignee s / s hipper s, and all c o u n tries o f o rigin o r d e s tination, for Twenty Foot Equivalent Units (TEU) and shipping weight. Continuity: Hist o ri c al data of above U.S. inbound and outbound information dati n g back at l e ast 1 0 year s. Coding/Data Elements: MARAD desires all available data elements from ocean manifests and bills of lading. MARAD requires coded elements to match contractor-provided data with other federal data sets and sources. By way of example, the vessel name needs to be coded with the IMO number and the description of goods needs an HS code. Other information needs to be coded consistent with Census/CBP/US. Army Corps codes, e.g. district/port of unlading, foreign port of lading, and country of origin/destination. Firms interested in participating in the online industry day must e-mail the names, phone numbers, and e-mail addresses of their firm's attendees not later than 5:00pm EDT, October 4, 2017. The methods for accessing the online industry day shall be e-mailed to each registered attendee in advance of the event.
