- Description
- NASA/GSFC has a requirement for flight Charge Coupled Device (CCD) detector arrays for the Ocean Color Instrument (OCI). The OCI is the primary instrument on the PACE observatory and is being developed at GSFC. The OCI is a hyper-spectral scanning radiometer designed to measure spectral radiances from the ultraviolet to shortwave infrared to enable advanced ocean color and heritage cloud and aerosol particle science. NASA/GSFC intends to purchase the items from Semiconductor Technology Associates, Inc. located at 27122 Paseo Espada, San Juan Capistrano, CA 92675. Semiconductor Technology Associates, Inc. is the only known source capable of providing the required supplies for the OCI. Semiconductor Technology Associates, Inc. possesses the highly-specialized equipment, material, technical expertise, and processes capable of (1) producing two CCD designs and fabrication ready layouts for two wavelength ranges;(2) producing a CCD fanout carrier design and fabrication ready layout; (3)fabricating the two CCD designs and CCD fanout carriers; (4) aligning and mounting CCD, or fanout carrier and CCD hybrids, onto CCD subcarriers; (5) assembling the candidate CCD subassemblies onto vendor- ground support equipment(GSE) mounting plates with vendor-GSE preamplifier boards for characterization, and (6)delivering the CCD subassemblies to NASA fully assembled. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Darrin Holland at Darrin.L.Holland@nasa.gov no later than 4:30 pm EST on July 28, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
