The solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of "Acceptable" on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of quotes received and (2) the price fair and reasonableness of quotes received. Synopsitation Number : FA8601-17-T-0157 Set Aside: Small Business NAICS Code: 238290 - Other Other Building Equipment Contractors Synopsitation Closing Date EXTENDED: Quotes must be received no later than Noon (12:00 PM), Eastern Time, Monday, 17 July 2017. Submit electronic proposals to Shane Spanier at: shane.spanier.3@us.af.mil. Any correspondence sent via e-mail must contain the subject line "Solicitation FA8601-17-T-0157." The entire quote must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only.pdf,.doc,.docx,.xls or.xlsx documents are sent. The email filter may delete any other form of attachments. This solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) Fac 2005-95, effective 19 Jan 2017; Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20161222, effective 22 Dec 2016; and Air Force Federal Acquisition Regulation Supplement (AFFARS) Air Force Acquisition Circular (AFAC) 2017-0127, effective 27 Jan 2017. The provision at 52.212-1, Instructions to Offereors-Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Itesm applies to this acquisition as provided in attachment 2 of this solicitation. Additionally, it is advised that all offerors include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. A detailed description of the requirement including a solicitation document with inspection and acceptance information, other terms and conditions, provisions and clauses, representations and certifications, and a statement of work are provided in the attached documents. Requirement: Please refer to Statement of Work attachment for complete Requirement in detail. The DEBS Heavy Equipment Removal and Transportation proposal must provide sufficient documentation to meet the following requirements: •· The contractor shall provide disassembly of DEBS, removal of DEBS components from Wright State University (WSU) Mathematical and Microbiological (M&M) building, and moving the heavy, industrial equipment components associated with the DEBS to Defense Logisictal Agency (DLA) Disposition Services. •· The contractor shall provide labor, equipment, mechanical, and expert moving services for all parts and components of an existing DEBS in a safe manner without damage to the DEBS or the Wright State University property and facilities. The DEBS components being removed are as follows: •o Accelerator (RDI Dynamitron) Model EA1.0, tube section. •o Accelerator (RDI Dynamitron) Model EA1.0, flange section. •o Oscillator Cabinet •o Control Cabinet •· The contractor shall work with representative(s) during removal of the DEBS from WSU to ensure all safety protocals are followed and meets their expectations. Delivery Schedule: As scheduled following award Delivery Destination: AFIT/ENP Penny Davis 2950 Hobson Way Bldg RM 219 Wright-Patterson AFB, 45433-7765 Place of Performance: Wright State University M&M Building 3640 Col. Glenn Hwy Dayton, OH 45435 Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
