- El Paso, TX - 5TX0777 Advertisement U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State:Texas City:El Paso Minimum Sq. Ft. (ABOA):1,862 Maximum Sq. Ft. (ABOA):1,862 Space Type:Office Parking Spaces (Total):3 Parking Spaces (Surface): 0 Parking Spaces (Reserved): 3 Full Term:15 Years Firm Term:10 Years Option Term:N/A Additional Requirements: The U.S. Government currently occupies office and related space in a building under lease in El Paso, TX that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. Location: •It is preferred that the proposed building not be located near facilities such as night clubs, liquor stores, pawnshops, etc. The Building shall not be located in the immediate vicinity of any facilities identified as "hazardous materials transportation/storage facilities." Examples of hazardous locations include facilities with potential environmental threats, such as fuel storage areas, gas stations, chemical manufacturing facilities, etc., as well as railroad lines transporting hazardous material. It is preferred that the proposed facility not be located near day care centers, schools, hospitals, religious centers, and social service centers (typically this is within 1,000 feet of a school or park boundary). Building/Space Layout: •Space configuration shall be conducive to an efficient layout. Consideration for an efficient layout will include, but not be limited to, the following: size and location of interior fire (support) walls, size and number of columns, column placement, bay depths, window size and placement, convector size and placement, electrical and telephone accessibility, any angles, curves or offsets that will result in an efficient use of space. •Space shall be located in a modern quality Building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new Building, the Space offered shall be in a Building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the Space with modern conveniences. •The Government requires offered space to be contiguous. •Proposed space cannot be located on first floor or top floor if facility exceeds two stories. Additional security requirements will be required of first or top floor space. •A fully serviced lease is required. •Hours of Operation: 7:30 AM to 5:30 PM; Monday - Friday; but accessible 24/7. •Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease. •The building must be able to comply with the Americans with Disabilities Act and meet certain security requirements as set forth in the Interagency Security Committee Standards and the Department of Justice Security Standards. •Building must be located within a 1 mile of public transportation. •Offered space shall not be in the 100 or 500-year flood plain. •Proximity of offered space to amenities such as restaurants and shopping centers within 2 miles is preferred. Other: •Agency cannot be collocated with federal, state, or local government agencies, or private firms whose primary clientele are involved in or have ties to criminal elements. •Agency cannot be collocated with agencies providing probation and/or parole services, halfway houses, drug abuse counseling/rehabilitation programs, and similar social service and welfare type programs, as well as private law firms representing drug offenders. Expressions of Interest Submission Instructions/Requirements: Please provide the following basic information and descriptions pertaining to the building you propose for consideration. All submissions should include the following information: (1)Name of owner; (2)Age of building; (3)Total existing gross square feet, and gross square feet per floor; (4)Site plan depicting the building and parking; (5)Floor plan and gross square footage of proposed space; (6)Identification of on-site parking; (7)Address or described location of building; (8)Location on map demonstrating the building lies within the delineated area; (9)FEMA map evidencing that the property lies outside the 100-year floodplain; (10)A narrative and map describing proximity of the building to the nearest bus and/or train stop, and major transportation routes; (11)Evidence of ownership, if building submitted by owner. Non-Owners (e.g. brokers) must provide evidence of authority granted by property owner to submit the property; and (12)Any information related to title issues, easements, or restrictions on the use of the building. (13)List any tenants within the offered building that are local, state, or federal agencies or groups that have ties to criminal elements. Delineated Area: To receive consideration, submitted properties must be located within the delineated area which is bounded by the following roads. Properties fronting any of the following roads are considered to be within the delineated area. Beginning at the intersection of Border Highway (Highway 375) and South Campbell Street, proceed north on South Campbell Street and continue onto North Campbell Street. Proceed on North Campbell Street to East Yandell Drive. Turn left on East Yandell Drive and proceed to North Mesa Street. Proceed on North Mesa Street to North Resler Drive. Turn right on North Resler Drive and proceed to Paseo del Norte Drive. Turn left on Paseo del Norte Drive and proceed to Interstate 10. Turn left on Interstate 10 and proceed to West Paisano Drive. Turn right on West Paisano Drive and proceed to South Santa Fe Street. Turn right on South Santa Fe Street and continue onto Border Highway (Highway 375). Proceed on Border Highway (Highway 375) to South Campbell Street. A map of the delineated area is provided within the attached advertisement.
