- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the U.S. Army Aeromedical Research Laboratory (USAARL) Fort Rucker, Alabama intends to negotiate a sole source, firm fixed price, contract with VitaHEAT Medical LLC located at 5105 Tollview Drive Suite 197 Rolling Meadows, IL in accordance with FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name). The USAARL plans to Purchase five (5) VitaHEAT UB3 Patient Warming Systems for evaluation for the Naval Medical Research Center (NMRC) and Marine Corps Systems Command (MARCORSYSCOM). The USAARL test results will be used for NMRC/MARCORSYSCOM procurement and fielding decision. Market research determined that VitaHEAT LLC is the only manufacturer of an active-patient warming system that contains the unique combination of technical specifications described below. •Active temperature warming capability (35°C - 38.5°C ± 1.5°C); •Underbody and patient positional capability •Temperature adjustable •Rechargeable & integrated battery powered & battery operable •Battery life of 3-5 hours •Optional AC power capable •Suitable for adult-size patients •U.S. Food and Drug Administration (FDA) Cleared medical device (e.g., 510(k)) with intended use to provide warmth to patient VitaHEAT is currently the only vendor with an active-patient warming system that provides: rechargeable & integrated battery power operability with battery life of 3-5 hrs, suitability for adult-sized patients; and an FDA clearance for the provision of patient warmth. The North American Industry Classification System (NAICS) for this requirement is 339112 with a size standard of 1,000. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by 28 July 2017 at 12:00 PM Eastern Standard Time (EST) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. If no written responses are received by the date listed above, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
