- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Hearing Center of Excellence (HCE) to procure a license to the Executive Strategy Manager Scorecard without competition as prescribed in FAR 13.106-1. Specifically, the Government will procure this system manufactured by the ESM Software Group, Inc. ESM is the only software with the required features to meet mission goals as ESM contains unique characteristics that are only available in ESM that are not available in the other software. ESM allows simultaneous qualitative and quantitative data on the same screen. The HCE leads and manages many projects that provide quantitative data that makes the organization viable to Congress, Department of Defense and other Senior Leaders, however; just as much quantitative data needs to be presented, as well. Without this ability, the HCE would not be able to provide the necessary information during briefings. ESM has a multi-scorecard capability. Multiple scorecards (one for each directorate) will allow for the information to be derived from the lowest level and "feed" into the overarching HCE scorecard, clearly showing how each directorate's initiatives help to accomplish the mission. This is vital as most of the initiatives require heavy collaborations between the directorates. ESM has an import file capability which will save time in creating new scorecards and merging scorecards from other Centers of Excellence (COE) where HCE overlaps. Making these connections will help show the value of the COEs and how they collaborate. More importantly, because the HCE has to report to so many different groups, this feature will align with the scorecards of these groups to show value to them. In addition to the unique characteristics, the ESM software possesses the reporting and expansion capabilities in order to continue to grow with the organization that will support alignment with the Department of Health Affairs (DHA) strategic model and plans for an efficient decision-making process that will drive a cohesive collaborative strategy. This structure will create joint multiservice market business plans to optimize investments we are making into the direct-care system, even as we try to optimize what we pay for in the purchased-care environment. ESM is the only software that can be integrated with third-party software such as Oracle, SAP and Excel while being able to collect and view qualitative and numeric data to better understand strategic performance. This is a key component when briefing senior leaders on not only progress of projects, return on investment and completion timelines but customer feedback and other quality measurements which is visualized through performance with dynamic strategy maps. The characteristics and features make ESM a unique product and the only software that will meet the mission needs and mission requirements of the HCE. The North American Industry Classification System (NAICS) for this requirement is 511210 and FSC 7030. Proposed solicitation number: W81XWH-17-T-0341. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as brand name sole source only.
