Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD intends to negotiate a sole source, firm fixed price, Blanket Purchase Agreement with Miltenyi Biotec Inc. located at 2303 Lindberg St Auburn, CA in accordance with FAR 13.501(a)(1)(i): Only one source reasonably available (including brand name). The Malaria Vaccine Branch (MVB) department within WRAIR requires the procurement of Miltenyi Biotech products and consumables for use with the Government owned Miltenyi MACSQuant and MACSQuant Tyto instruments already purchased. Miltenyi Biotech is the only provider/manufacturer of the REAfinity TM Antibodies. These are the only antibodies that have been recombinantly engineered to have specifically mutated human IgG1 Fc regions. These specialized antibodies require no FcR blocking step, which allows for greater reproducibility. This quality is essential when assessing immune responses in participants of clinical vaccine trials. Additionally, Miltenyi Biotech is the only provider/manufacturer of the MACSQuant Tyto Sorter Cartridges. These are the only sorter cartridges compatible with the MACSQuant Tyto flow sorter and are required to use the machine. Also, the sorter card has a unique patented microchip technology that enables high-speed, fluorescence-based cell sorting with a mechanical sort valve housed in a fully enclosed environment. The combination of these integrated features is not available elsewhere. Finally, the supplies provided by Miltenyi Biotech are manufactured for use with Miltenyi Biotech machines and therefore provide imperative accuracy and consistency within the clinical trials. The North American Industry Classification System (NAICS) for this requirement is 325413 with a size standard of 1,250. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interested parties may identify their interest by submitting capability information by 28 July 2017 at 12:00 PM Eastern Standard Time (EST) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. If no written responses are received by the date listed above, which reflects at least fifteen (15) days after the publication of this notice, the solicitation will be issued as sole source.
