Description
Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Engineering Laboratory (EL), intends to negotiate on a sole-source basis with Leica Geosystems, under the authority of 41 US 3304(a)(1), for a Leica BLK-360 Laser Scanner. Background Information and Basis for Sole Source The Intelligent Systems Division (ISD) of NIST requires a lightweight 3D imaging system with an integrated forward-looking infrared (FLIR) thermal imager (i.e., FLIR camera) to capture ground truth measurements. ISD has been developing metrics and tests for ground, aerial, and aquatic response robots for many years. There is a need to map and characterize (for ground truth purposes) the environments that the ground and aerial robots interact with. Because many of these environments involve confined spaces and hard-to-traverse terrains, ISD requires a laser scanner that is small and light enough to be deployed to remote locations aboard a ground or aerial robot. Market research confirmed that the Leica BLK-360 is the lightest and smallest laser scanner on the market that includes an integrated thermal imaging camera and that can produce 360° x 300° laser scan with color overlay as well as a 360° x 70° panoramic thermal image. Not having access to a laser scanner such as the Leica BLK-360 would further delay NIST's need to capture such ground truth measurements and thus delay our ability to develop metrics and tests for some response robot capabilities.
