- Preventative Maintenance and Repair for Leica IPS Slide Printer This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information. The solicitation number is VA244-17-R-1231 and it is issued as a Request for Proposals. Proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. It will result in the award of a Firm Fixed Price, all-inclusive, contract for Service for Preventative Maintenance and Repair of the Leica Slide Printer located at Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504. Amendments to this RFP will be published the same as the initial synopsis/solicitation. This solicitation is not subject to the Service Contract Act as the repairs and technical knowledge needed to provide the work required are considered according to FAR 52.222-48 as EXEMPT FROM APPLICATION OF THE SERVICE CONTRACT LABOR STANDARDS TO CONTRACTS FOR MAINTENANCE/CALIBRATION/REPAIR OF CERTAIN EQUIPMENT. The NAICS code applicable to this requirement are 811219; Small Business size standards $20.5 million. The Product Service Code is J066, Maintenance, Repair, Rebuild of Equipment-Instruments and Laboratory Equipment. The Erie VA Medical Center has a requirement for the service listed. Please refer to the Statement of Work which is provided as ATTACHMENT A for the specific requirements of performing these services. The anticipated period of performance for the contract is a base twelve month period, plus four (4) twelve month option periods. All work will be performed at the Erie VA Medical Center, 135 East 38th Street, Erie, PA 16504. Basis For Award: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on lowest price/technically acceptable factors. In order to be found technically acceptable, the offer must address the following: Bids will be considered only from bidders who are regularly established in the service called for and who, in the judgement of the Contracting Officer are financially responsible. The bidder must provide documentation to verify their competency to work on the equipment upon submittal of a quotation. The documentation may consist of a letter from the Manufacturer verifying the service representative has been trained or a Manufacturer's training certificate or experience, with this specific equipment. The Contracting Officer reserves the right to refuse bidders who do not satisfactorily demonstrate these requirements.
