Description

This is a combined Synopsis/Solicitation for Armored Car Service for the Birmingham VA Medical Center. See attached solicitation document for details of this requirement. This is an RFQ for Birmingham, Alabama VA Medical Center. This RFQ is set-aside to fulfill the statutory requirement employing the cascading set-aside strategy: The evaluation of offers received in response to the solicitation will use a tiered or cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. Offerors must include the following information in the quote submission: 1. Contractor s point of contact (POC) including address, phone number, fax number and email address. 2. Contractor CAGE Code number and DUNS number. 3. GSA or FSS contract number and expiration date, if Applicable 4. Minimum and maximum ordering limitations, if applicable. 5. Prices per line item supply or service. 6. Quantity price breaks. 7. All questions should be submitted in writing. EVALUATION FACTORS Lowest price technically acceptable process is appropriate for this award as the best value is expected to result from selection of the technically acceptable proposals that meet or exceed the acceptability standards for non-cost standards with the lowest evaluated price. Preference shall be given to a Service Disable Veteran Owned Small Business (SDVOSB) offerors in accordance with FAR 19.1401(b) when a small business or large business will have essentially the same bottom-line price. All vendors must meet the eligibility requirements in 38 U.S.C.8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database.
