Description
The proposed North American Industry Classification Systems (NAICS) codes are: 334118 Computer Terminal and other Computer Peripheral Equipment Manufacturing 339112 Surgical and Medical Instrument Manufacturing 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers 541511 Custom Computer Programming Services 541512 Computer Systems Design Services 811219 Other Electronic and Precision Equipment Repair and Maintenance DISCLAIMER: This Potential Sources Sought (PSS) notice is issued as market research and is intended for information and planning purposes only and does not constitute an RFP or commitment by the Government. It does not constitute a solicitation (Request for Proposal or Request for Quotation) nor a promise to issue a solicitation in the future. The information provided in response to this PSS is for discussion purposes only and any potential strategy that may be developed from these discussions would be subject of a separate, future announcement. The information received in response to this PSS may be utilized by the Defense Logistics Agency (DLA) in developing an acquisition strategy, and requirements documents (i.e. Statement of Objectives, Performance Work Statement, or Purchase Description). DLA requires that only non-proprietary information be submitted in response to this PSS. DLA shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. DESCRIPTION: DLA Troop Support - Medical in Philadelphia anticipates possible award to procure a Pharmacy Will Call system. The Pharmacy Will Call System must store completed, labeled patient medications in a manner that provides easy retrieval and dispensing to the patient. It must store medications using barcode, RFID or other technology and have the ability to also search by patient identifying information (name, date of birth, etc.). System must be able to be installed based on limited space. System must be able to be installed against a wall or in an open area. Must be able to securely store medications in both standard prescription vial sizes as well as large items that exceed standard prescription vial sizes. Must provide identification procedures to ensure correct patient selection and prevent accidental selection of the incorrect storage container via lock, alarm or other method. The Government plans to procure this item as a commercial item through fixed priced award. There is currently one known source that meets the Essential Characteristics: GSL Solutions, Vancouver, WA 98683 Essential Characteristics: (1) Patient Safety Features: (a) Must use barcode technology to ensure only one patient's medications are stored in a container. (b) Must have audio and/or visual alarms to prevent dispensing incorrect medications to patients. (c) Must have signature capture capability to prevent patient diversion. (d) Must store completed, labeled prescriptions awaiting pickup and provide the option of notification to the patient when completed prescriptions are entered into the system. (2) Physical Security Features: (a) System must lock and prevent diversion by staff. (b) Must require identification (badge, biometric, etc.) to use system and possess features that prevent access without identification (lock, alarm, etc.) (c) Must be able to store controlled substances within the unit and maintain diversion prevention by preventing identification of the controlled substance prior to the point of dispensing. (3) Other Features: (a) Rear must not be part of functional apparatus as unit will be attached to a wall (b) Must have ability to store items of all sizes and direct retrieval through barcode, RFID, or similar methods including refrigerated items and oversized items to prevent errors associated with storage of medications alphabetically by patient name. (c) Must have ability to retrieve by use of patient identifiers (patient name, date of birth, etc.) in the event ID scanning fails. Biomedical Tech Considerations: -Operator Training requirements -Operator and User Manuals Certifications: -Conformance to National/International standards such as ASTM, ISO, CSA, UL, and NFPA -Information Assurance Requirements, Certificate of Networthiness Based on responses to this PSS, it is anticipated that, at some future date, solicitation(s) may be issued to pursue opportunities for award(s). A pre-solicitation notice may be published in FedBizOpps prior to the release of any solicitation generated from the information gathered in response to this PSS. Not responding to this PSS will not preclude participation in any future solicitation. SMALL BUSINESS PARTICIPATION: The Government is interested in all businesses, to include Small Businesses, Small Disadvantage Businesses, 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice as a manufacturer or as a distributor. Responses to this PSS shall be unclassified and should not exceed 20 pages in length (counting title pages, Table of Contents and Acronym lists). Prior to the response date, if necessary, potential respondents may request clarifications by email. Significant ETCC responses to a potential respondent's request for clarification will be posted to FedBizOpps under this Sources Sought. ETCC may provide feedback to respondents regarding their response to this PSS. All interested parties are invited to submit a response to this PSS on or before August 14, 2017, 4:00 PM, Eastern Daylight Time (EDT).
