- Amendment 2 - 17 July 17 - Answers to Questions Q1. If there is an incumbent, could you please provide the contract number? A1. United Courier Services, Inc. -- FA5215-13-C-0002 Q2. Does the Air Force currently have a vendor or does the Air Force use clinic/hospital personnel? A2. Contract -- see A1. Q3. The requirement mentions 50 lb bags and securing the medical records with a lock device. In the statement of work it states equipment required. A3.1. This statement is correct. The mailbags will be secured by Government personnel; if the courier finds the bags (or envelopes) unsecured, they shall immediately notify Government personnel so that they may secure the bags; the contractor shall not secure the bags themselves nor shall they depart with unsecured bags. A3.2. The statement of work states that the contractor shall provide all labor, equipment and transportation necessary to pick-up and deliver medical records; the medical records will be picked-up and delivered as-is -- in Government-secured mailbags (or envelopes). The contractor is responsible for providing what they will need to perform. Q4. What current bags are being used, are they similar to A Rifkin bags? A4. Yes. But recently documents are in sealed envelopes. Q5. Hickam Clinic has a loading dock, Tripler AMC has a loading/parking area, will this contract provide parking for the drivers, and special parking passes or labels required for either location? A5. Preferred to have passes if there is a requirement. Q6. Is there a preferred route? The back gate provides the most direct route, while the main gate provides two routes to Tripler. A6. Commercial vehicles are only allowed to go thru the commercial gates - Kuntz (Hickam) & Halawa (TAMC). Q7. This requirement is only for medical records and no other documents or medical items? A7. Only records. Q8. According to the SOW picking up/delivery starts at 8:45 to 9:30 from Hickam with delivery to two locations at Tripler with pick up times between 10:15 to 11:15 at Tripler. Is there a lag time at Tripler from delivery to picking up the records for delivery to Hickam? Or does Tripler usually have the records available for pick up once the drop off occurs from Hickam? A8. Pickup Hickam Pack 1 - C-Wing, First Floor Reception Desk (Medical Records) - between 0845-0930. Pack 2 - A-Wing, Room 109 - between 0845-0930. Deliver Tripler Pack 1 - Fourth Floor, Mountainside, Medical Records Section - no later than 1015, same day. Pack 2 - IDES Main Office, Building 1, Oceanside, Room 1A303 - no later than 1030, same day (as needed). Pickup Tripler Pack 3 - Fourth Floor, Mountainside, Medical Records Section - between 1000 -1115. Deliver Hickam Pack 3 - C-Wing, First Floor Reception Desk (Medical Records) - no later than 1230, same day. Daily performance window: 0845 - 1230; no more than 3 hours and 45 minutes. Estimated lag time at Tripler (based on 1030 final delivery): 1030-1115; no more than 45 minutes. Q9. Anticipated hours of this courier run are approximately 3 hours daily? A9. No more than 3 hours and 45 minutes -- see A8. -No other changes Amendment 1 - 7 July 17 - Updated addresses for performance locations. - No other changes. Request for Quote Notice to Quoter(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This acquisition is a 100% Small Business Set-aside under the applicable NAICS of 492110 Couriers and Express Delivery Services; the small business size standard is 1,500 employees. The Contractor shall provide all labor, equipment, and transportation necessary to pick-up and deliver medical records between the Hickam Clinic, Tripler Army Medical Center (TAMC) and Veteran Affairs (VA) Regional Office located at TAMC, Hawaii in accordance with the Statement of Objectives
