Description
This Request for Information (RFI) is for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The purpose of this request is to obtain information on potential sources who can immediately provide an equivalent product/services to that of CyberFeds on the web subscription for 30 users for a period of 1 (one) base year and 4 (four) additional option years. The product description is listed below. This is not a request for quote (RFQ)/pricing, but rather an opportunity to provide proof of the ability to provide the requested product/service. The RFI # must be included in your response. Responses must be via email. Product Description: DCAA requests to renew current subscription for computer assisted personnel research services for our Human Resources (HR) and Equal Employment Office (EEO) personnel. Requirement is for users to have unlimited interactive access to the cyberFEDS online database libraries. CyberFEDS provides web-accessible libraries which covers all aspects of federal human resources. Requirement is for unlimited online access to information pertinent to Federal HR and EEO personnel including but not limited to: guides, forms, articles, overviews, summaries, legal decisions, news, desk references, templates, and access to non-exclusive decisions databases (EEOC, FLRA, MSPB, Pay and Benefits Civilian Personnel, Comptroller General Non-Labor, and Federal Employee Ethics Decisions). Publication must be kept up-to-date with current information. CyberFeds is more accessible/user friendly for non-attorney types providing reliable analysis of relevant case laws and determinations. CyberFeds maintains up-to-date information and developments in MSPB and EEOC law and the analysis of these decisions. CyberFEDS publishes informative articles everyday, offers free tutorials, and provides "Quick Start Guides (QSGs)" that offer the most recent case law and updates on Workforce Management/ER/LR/EEO/OWCP/Benefits. They also provide regular email alerts to facilitate awareness of changes in precedent, case law, or regulation. CyberFeds is the industry standard for federal sector labor law and many federal agencies use CyberFeds exclusively. CyberFeds is the research tool that most other Unions/federal agencies use, and we need to have the same access to research that they have. DCAA's criteria for the following resources: - Forms Library with all the standard forms, optional forms, OPM forms, FLRA & FMCS forms, etc. - News and legislation with all the latest articles posted daily by topic - William B. Wiley's Employee Relation Desk Reference - Peter Broida's reference materials such as "A Guide to Federal Labor Relations Authority Law and Practice" or "A Guide to Merit Systems Protection Board Law and Practice", or "A Guide to Federal Sector Equal Employment Law and Practice" - Federal Register link - Department/Agency Personnel Documents specific documents - ADA and Rehabilitation Act Decisions - EEOC Handbook for Administrative Judges - EEOC Statutes such as Lilly Ledbetter Fair Pay Act of 2009 and Genetic Information Nondiscrimination Act - Complaints Processing Manual - Digital Ernest C. Hadley's "A Guide to Federal Sector Equal Employment Law and Practice" - EEO Counselors' and Investigators' Manual by Ernest C. Hadley - Pay and Benefits Components such as GSBCA Travel and Relocation Related Decisions, Federal Appropriation Law Volumes I-III, Civil Service and Federal Employment Retirement Systems information, and Pay and Benefits Forms & Tools. CyberFeds is a superior research and training tool. CyberFeds allows research from four sources-- USC, CFR, public laws, and federal register independently or from all databases simultaneously with other leading publications such as Hadley, Broida, etc. This system covers workforce management (classification and staffing), pay and benefits, and ER/LR/OWCP and other findings from regulatory authorities. In addition, CyberFeds QSGs contain several hundred specific topics providing concise overview and links to noteworthy cases, statutes, regulations and additional resources and Checklists Plus+. These features allow fast identification and selection of prevailing precedents, case laws, and regulatory information relevant to the current issue..The CyberFeds system provides " Roundups" which serve as useful pointers of information gathering on key issues, such as, but not limited to, proposed legislation, disciplinary actions, EEO issues, hiring, and telework is particularly helpful when starting research. Another feature DCAA uses is Smart Answers for Managers. This feature contains valuable information concerning subjects such as Performance Management. The feature is crafted in a question and answer format, again making research easy.
