- The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for Lean Management System training and advisement for the Detroit VA Medical Center in Detroit Michigan. Contract will be for the period October 1, 2017 through September 30, 2018 with four (4) option years in strict accordance with terms, conditions and provisions of the contract solicitation, NAICS Code 541611. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 541611, and 4. If the item(s) are available on a FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB or not. Contractors must be registered and certified in VETBIZ to be considered VOSB/SDVOSB. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on 07/21/2017 at 3 PM EDST. Please e-mail all responses to christopher.gundy@va.gov. Statement of Work Objective: The objective is to Continue the implementation of a comprehensive Lean transformation, to specifically drive well-coordinated improvements in every process in the organization resulting in measurable improvements in quality, safety, cost, and satisfaction of both staff and Veterans seeking care. Additionally, a comprehensive Lean transformation will assist all leaders and staff in creating a service culture that supports achievement of Veteran Centered Care principles. Continuation of a comprehensive Lean transformation will drive improvement of access, to include the returning Operation Enduring Freedom, Operation Iraqi Freedom, and Operation New Dawn Veterans. In addition, this proposal will assist facility leadership improve facility standardization of lean processes, Standardize and imrove SAIL (Strategic Analytics for Improving and Learning) based initiatives and improve benchmarked quality. This consulting intervention aligns with strategic initiatives to provide Veterans personalized, proactive, and patient-driven healthcare. Contractor must be a certified lean sensei. Tasks (required to achieve the above objectives): The Contractor shall provide all labor, transportation and materials to implement a comprehensive Lean transformation utilizing the developed Lean healthcare model. The implementation of the comprehensive Lean transformation will encompass all leaders, in all patient care delivery and support processes, in all departments of the Detroit VA Medical Center. The Contractor shall be responsible for facilitating strategy deployment as well as tactical events, developing lean literacy across all levels of leadership, and guiding the development of leader Standard Work for all management processes. Rapid Process Improvement Workshop: The Contractor shall provide consultation, coaching, and facilitation services to process owners, executive sponsors, Value Stream Core teams, and Systems redesign staff to effectively; Prepare for and execute event Standard Work and sustainment of the improvement results of Value Stream Analysis, Rapid Process Improvement Events, and Ad Hoc Projects utilizing healthcare specific event Standard Work Conduct monthly Value Stream Core team sessions to ensure proper level of tactical transformation oversight Guide the preparation for and facilitation of quarterly Executive Oversight sessions to ensure proper level of strategic transformation oversight Guide the preparation for and facilitation of semi-annual transformation progress review and strategic planning sessions to ensure proper level of strategic oversight and guide resource allocation/reallocation decisions towards highest impact improvement areas for servicing Veterans. Lean Management System Training: The Contractor shall work with Facility Executives to create a deployment plan to install newly developed Lean Management System (LMS) model to augment the depth of Value Stream work within the breadth of the Detroit VA Management System that develops lean literacy among all leaders and facilitates the engagement of all facility staff in daily process improvement in every part of the facility. The Contractor shall utilize newly designed materials and demonstrated deployment models focusing on leadership accountability pull for results and hands on application rather than workshop training. Transformation Strategy Development: The Contractor shall guide the pre-work and facilitate a structured process to utilize key facility performance metrics in order to identify and sequence the transformative improvement of value streams combined with the development of all leaders towards continuous daily improvement and leader Standard Work. The Contractor shall ensure this work shall include utilizing newly developed processes to link Quality, Safety, and Infection Control audit results into the strategy deployment process. Hours of Performance and Response Time: The Contractor shall be on station for the requested timeframes each month (based on scheduling with the teams that they are assigned to work with, per the Chief Quality and Performance, and the facility director) and shall be available during normal working hours M-F 8-4:30 (est.) for assistance. The Contractor shall respond to all calls from Detroit VA Medical Center personnel within 2 hours, and if requested, shall present themselves on site at the Detroit VA Medical Center within 3 days. Email responses must be completed within 2 business days of email submission. Required Reports & Documents: The Contractor shall submit a detailed monthly report as to what item(s) / tasks were completed which shall be submitted within five (5) business days after the beginning of each month (or the 5th day of the month) Contractor Conduct, Identification and Customer Service: The Contractor and their employees must at all times conduct themselves in a professional manner, maintain personal hygiene, and wear clean, neat uniforms with Employee IDs in clear view above the waist.
