- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the US Army Public Health Center (USAPHC) to procure Industrial Hygiene Equipment Maintenance Services without competition as prescribed in FAR 13.501(a)(1)(i). Specifically, the Government intends to award a sole source maintenance service contract to TSI Incorporated. Industrial Hygiene Equipment Maintenance Services is used to ensure local industrial hygiene programs have readily available, functioning and calibrated equipment. It is a violation of Army industrial hygiene business practices and unethical for a Certified Industrial Hygienist (CIH) to use uncalibrated or out-of-calibration equipment to conduct health hazard assessments. The need for industrial hygiene equipment was due to under-resourced installation industrial hygiene programs with aging and inadequate equipment. This is crucial for the maintenance, repair, and calibration of Industrial Hygiene Equipment. Annual assessments of ventilation systems (velocity and flow rate) ensure adequate performance to remove hazardous airborne aerosols and gasses. In addition annual calibration per piece of equipment and repair of equipment as needed is necessary to restore full functionality. All documentation, schematics, hardware, and software manuals, diagnostic routines, and any other items required to perform the routine maintenance or service. TSI does not license, authorize, or support other parties to provide comprehensive support services on their existing pieces of equipment. By using the OEM can result in reduced learning curves for maintenance, and calibration processes as well as training costs, therefore offering some savings to the government while standardizing the remaining facilities across the MEDCOM. The North American Industry Classification System (NAICS) for this requirement is 811219 and PSC J066. Proposed solicitation number: W81XWH-17-T-0345. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 5 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least five (5) days after the publication of this notice, to the effect that comparable supplies and services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source contract award will be made.
