- This is a pre-solicitation notice for a base plus four option years for the manufacturing of the Air Force Academy Swords and Scabbards in Accordance With (IAW) United States Air Force Academy Specifications, USAFA PD 945 dated 4 June 2017. The estimated quantities are shown below: CLIN 0001 - Sword with scabbard and cover, USAF Cadet type 1, class 3, medium blade length, 762MM (30"), overall length 887MM (35"), manufactured IAW USAFA PD 945, dated 4 June 2017, 800 each. CLIN 0002 - Sword with scabbard and cover, USAF Cadet type 1, class 2, short blade length, 711MM (28") overall length 836MM (33"), m anufactured IAW USAFA PD 945, d ated 4 June 2017, 4 each. CLIN 0003 - Sword with scabbard and cover USAF Cadet type 1, class 1, extra short blade length, 660MM (26") overall length 785MM (31"), m anufactured IAW USAFA PD 945, dated 4 June 2017, 4 each. CLIN 0004 - Sword with scabbard and cover, USAF Cadet type 1, class 4, long blade length, 813MM (32") overall length 938MM (37"), m anufactured IAW USAFA PD 945, dated 4 June 2017, 4 each. CLIN 0005 - Sword with scabbard and cover, USAF Cadet type 1, class 5, extra-long blade length 864MM (34") overall length 989MM (39"), m anufactured IAW USAFA PD 945, dated 4 June 2017, 4 each. CLIN 0006 - Wing Commander gold sword with scabbard and cover, USAF Cadet type 2, class 2, short blade length, 711MM (28") overall length 836MM (33"), m anufactured IAW USAFA PD 945, dated 4 June 2017, 2 each. CLIN 0007 - Wing Commander gold sword with scabbard and cover, USAF Cadet type 2, class 3, medium blade length, 762MM (30"), overall length 887MM (35"), m anufactured IAW USAFA PD 945, dated June 2017, 2 each. CLIN 0008 - Wing Commander gold sword with scabbard and cover, USAF Cadet type 2, class 4, long blade length, 813MM (32") overall length 938MM (37"), m anufactured IAW USAFA PD 945, dated 31 May 2017, 2 each. CLIN 0009 - Wing Commander gold sword with scabbard and cover, USAF Cadet type 2, class 5, extra-long blade length 864MM (34") overall length 989MM (39"), m anufactured IAW USAFA PD 945, dated 4 June 2017, 2 each. This will be a single award firm fixed price Requirements type contract with a base year (1 October 2017 - 30 September 2018 plus four one-year options (1 October 2018 - 30 September 2019, 1 October 2019 - 30 September 2020, 1 October 2020 - 30 September 2021 & 1 October 2021 - 30 September 2022). The Buy American Act (DFARS 252.225-7001) applies to this acquisition. Delivery FOB destination to USAF Academy CO 80840. The North American Industry Classification System Code (NAICS) is 332215 and the small business size standard is 750 employees. This acquisition is unrestricted. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation is the lowest priced offer that is technically acceptable, past performance being considered. This acquisition will use FAR Parts 12 and 13 procedures and the following evaluation criteria will be used to evaluate proposals: a. Technical -Conformance with the quality and workmanship of USAFA PD 945 (dated 25 January 2013) -Bending Test IAW USAFA PD 945 (dated 25 January 2013) -Drop Test IAW USAFA PD 945 (dated 25 January 2013) -Vibration Test IAW USAFA PD 945 (dated 25 January 2013) -Sheathing Test IAW USAFA PD 945 (dated 25 January 2013) b. Price c. Past Performance **NOTE: The Technical Evaluation will be conducted on bid samples of the ceremonial sword provided by offerors during the solicitation. Bid samples are provided at no cost to the Government and will not be returned to the vendor. All items and components must be made and manufactured in accordance with DFARS 252-225-7001, Buy American Act and Balance of Payments Program. Delivery will be FOB: Destination to USAF Academy, CO 80840. The North American Industry Classification System Code (NAICS) is 315220 and the small business size standard is 750 employees. This acquisition is unrestricted. It is anticipated the solicitation will be issued electronically on or about 18 July 2017 on the Federal Business opportunities (FBO) web page at http://www.fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with the System for Award Management (SAM) or may not be considered for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. 5352.201-9101 OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
