- PRE-SOLICITATION NOTICE SGE500-17-R-0133 Subject: Underground Utility Line Replacement at the American Embassy Kabul, Afghanistan The Regional Procurement Support Office - Frankfurt (RPSO-FR), Germany intends to issue a Request for Proposals (RFP) under full and open competition procedures for a qualified construction contractor to replace underground utility lines on Post. The Kabul Embassy West Compound has underground water piping that is deteriorating due to corrosion. The underground pipes are for chill water, heating water, fire protection, well water, and domestic water. Sections of the underground piping have been replaced on a previous contract. This SOW is to replace the rest of the Westside piping with the same materials used for the most recent underground piping replacement. RPSO-FR plans to award a firm-fixed price Construction Contract in Fiscal Year 2017. The estimated price for this contract is between 1,000,000.00 and 5,000,000.00 U.S. Dollars. You are encouraged to make your proposal competitive. You are also cautioned against any collusion with other potential offerors with regard to price proposals to be submitted. The RFQ does not commit RPSO-FR to make any award; RPSO-FR may cancel this RFP, or any part of it. Potential Contractors shall be in possession of all required permits and licenses to work in Afghanistan; be capable of passing all Vetting requirements; and, be registered in the Website: System for Acquisition Management (SAM). NOTE: Registration in the SAM database is mandatory to be considered for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at the help tab of https://www.sam.gov. Communication, correspondence and documentation must be in the English language. It is anticipated that the solicitation package will be issued in mid-August 2017. The solicitation documents will be supplied only upon request; the documents will not be posted on FBO. Companies / persons interested in this requirement shall express their interest via written correspondence to David A. Cubitt at email addresses CubittDA@state.gov and FrankfurtRPSO@state.gov, or by fax (49) 69 7535-3329 not later than August 8, 2017. DO NOT TELEPHONE.
